About This Position
The Human Resources Director is a key leadership position responsible for planning, directing, and overseeing all aspects of the County’s human resources functions and ensuring alignment with organizational goals and compliance with federal, state, and local regulations. This role provides leadership in strategic HR planning, employee relations, benefits administration, classification and compensation, recruitment, training, safety and workers compensation. The HR Director serves as a key advisor to County leadership, supporting a workforce of over 1,000 employees, facilitating and promoting a positive workplace culture, and ensuring Alamance County implements best practices in the management of human resources.
ESSENTIAL FUNCTIONS:
- Strategic HR Leadership & Compliance
- Develop and implement HR policies and strategies in alignment with the County’s strategic goals and objectives.
- Advises County leadership on personnel policies, employee relations, and best HR practices.
- Ensures compliance with all applicable employment laws, including FLSA, ADA, FMLA, EEO, and ACA.
- Talent Acquisition & Workforce Planning
- Oversees recruitment, selection, and onboarding processes to attract and retain top talent.
- Develops employee retention strategies and succession planning initiatives.
- Compensation & Benefits Administration
- Directs the administration of the County’s classification and compensation plans, making data-driven recommendations for salary adjustments.
- Manages employee benefits programs, including health insurance, retirement plans, and wellness initiatives.
- Employee Relations & Performance Management
- Serves as the primary resource for conflict resolution, disciplinary actions, and employee grievances.
- Develops, oversees, and monitors performance management programs, ensuring consistency in evaluations and professional development opportunities.
- Training & Organizational Development
- Designs and facilitates training programs to support employee growth, leadership development, team building and a positive workforce culture.
- Risk Management & Workplace Safety
- Oversees risk management functions, including workers’ compensation and workplace safety programs.
- Ensures best practices for mitigating liability, handling employee complaints, and maintaining workplace safety standards.
- HR Technology & Process Improvement
- Manages HR Information Systems (HRIS) to streamline personnel records, reporting, and data analytics.
- Implements process improvements to enhance the efficiency and effectiveness of HR operations.
- Budget & Administrative Oversight
- Develops and monitors the HR departmental budget, ensuring fiscal responsibility and resource allocation.
- Supervises HR staff, setting departmental goals, providing coaching and monitoring performance, and fostering a collaborative team environment.
Minimum Requirements:
- Bachelor’s degree in Human Resources Management, Public Administration, Business Administration, or a related field.
- 5+ years of progressive HR experience, including at least 5+ years in HR leadership or management roles.
- Thorough knowledge of employment laws, HR best practices, and local government operations.
Preferred Qualifications:
- Master’s degree in HR Management, Public Administration, or Business Administration.
- Professional HR certifications (e.g., SHRM-CP/SCP, PHR/SPHR, IPMA-CP/SCP).
- Experience in local government HR administration with a focus on employee relations and policy development.
- Experience with a variety of Human Resources Management Systems.
