Job Description

Strategic Analysis is seeking a proactive and detail-oriented Financial & Operations Analyst to provide dedicated program-level financial execution support to a Government Program Manager (PM). In this role, you will be part of the program office's primary financial execution team --translating PM budget allocations, spend plans, and programmatic milestones into timely, compliant, and auditable financial transactions. The ideal candidate possesses deep, hands-on experience executing financial vehicles across the full funding lifecycle, including preparing and routing Purchase Requests (PRs), Military Interdepartmental Purchase Requests (MIPRs - DD Form 448/448-2), and Interagency Agreements (FS Form 7600A/7600B) via Treasury's G-Invoicing platform. You will serve as the financial bridge between the Program Office, servicing contracting activities, performing organizations (e.g., National Labs, FFRDCs, DoD test ranges), and external agency partners to ensure maximum obligation efficiency and compliance with DoD Financial Management Regulations (DoD FMR).

Key Responsibilities:


• Execute day-to-day funding and procurement documentation based on PM guidance and approved budget execution plans, including Purchase Requisitions (PRs), MIPRs (Direct Cite and Reimbursable), and Interagency Agreements (IAAs).
• Lead the drafting, package coordination, routing, and tracking of FS Form 7600A (General Terms & Conditions) and FS Form 7600B (Order Requirements and Funding Information) through the Department of the Treasury's G-Invoicing portal.
• Manage the end-to-end processing of DD Form 448 (MIPR) and coordinate with performing/servicing agencies to obtain and record accepted DD Form 448-2 (Acceptance of MIPR) in a timely manner.
• Assemble comprehensive, audit-ready funding packages with all necessary supporting artifacts (e.g., SOW/PWS, Independent Government Cost Estimates [IGCE], justification and authorization [J&A], determinations and findings [D&F]).
• Serve as the frontline interface with Contracting Officers (KOs), Contracting Officer Representatives (CORs), and external performing agencies to resolve administrative and funding bottlenecks.
• Track commitments, obligations, expenses, and disbursements (COED) against approved spend plans across multiple fiscal years, colors of money (RDT&E, O&M, Procurement), and funding appropriations.
• Monitor program execution benchmarks (e.g., OSD obligation and expenditure goals) to identify potential funding withholdings, decrements, or under-execution risks; formulate actionable recovery strategies for the PM.
• Track contract funding burn rates, invoice status, and unliquidated obligations (ULOs); lead monthly invoice reviews and de-obligation actions for excess funds.
• Coordinate and support Triannual Reviews (TAR) to validate open commitments and unliquidated obligations, ensuring strict adherence to the Financial Improvement and Audit Remediation (FIAR) standards.
• Input, track, and reconcile financial transactions within government enterprise resource planning (ERP) and financial accounting systems (e.g., DAI, GFEBS, DEAMS, or agency-specific equivalents).
• Monitor buy/sell activity, intragovernmental performance transactions, and financial clearinghouse workflows inside G-Invoicing, resolving billing and receipt discrepancies with buyer/seller partners.
• Maintain consolidated program office budget trackers, ledgers, and contract register databases in Microsoft Excel, SharePoint, or internal program tools.
• Generate recurring and ad-hoc financial execution reports, burn-rate charts, and executive dashboards for the PM, Deputy PM, and division leadership.
• Support mid-year reviews, Program Objective Memorandum (POM) inputs, end-of-fiscal-year (EOY) execution sprints, and urgent leadership financial drills.
• Participate in program status meetings, acquisition milestone reviews, and integrated baseline reviews (IBRs) to provide real-time budget and funding status.

Required Qualifications:


• Clearance: Active Top Secret clearance with SCI eligibility and an active Counterintelligence (CI) Polygraph (or ability to pass a CI Polygraph prior to onboarding).
• Education & Experience:
• Bachelor's degree in finance, Accounting, Business Administration, Acquisition Management, Economics, or a related discipline.
• 5-7 years of direct experience in DoD or Intelligence Community (IC) budget execution, program financial management, or financial SETA/A&AS support. (Equivalent combination of specialized experience and military/DoD financial management may substitute).
• Specialized Financial Execution Expertise:
• Demonstrated, hands-on experience preparing, tracking, and processing Purchase Requests (PRs) and Military Interdepartmental Purchase Requests (MIPRs / DD Form 448 & 448-2).
• Direct experience with Interagency Agreements (IAAs) using FS Form 7600A and FS Form 7600B.
• Working knowledge and proficiency with the Treasury's G-Invoicing platform for intragovernmental buy/sell transactions.
• Knowledge of Regulations & Policies:
• Solid understanding of the DoD Financial Management Regulation (DoD FMR 7000.14-R), FAR/DFARS fiscal principles, Antideficiency Act (ADA), Purpose Statute, and Bona Fide Needs Rule.
• Familiarity with different appropriations/colors of money (RDT&E, Procurement, O&M) and their respective statutory life cycles and obligation/expenditure thresholds.
• Technical Skills:
• Advanced proficiency in Microsoft Excel (e.g., pivot tables, VLOOKUP/XLOOKUP, nested formulas, financial modeling, dynamic charts).
• Working knowledge of government financial/acquisition platforms (e.g., DAI, GFEBS, DEAMS, PRISM, WAWF/PIEE, or equivalent IC/DoD tools)
