Overview

Client First Technologies is currently seeking a Senior Acquisitions Specialist in support of our government customer's enterprise software licensing and vendor management program. The Senior Acquisitions Specialist provides acquisition planning and contract support for Blanket Purchase Agreements (BPAs), Enterprise License Agreements (ELAs), and related task orders, developing the acquisition documentation and analysis needed to support sound, compliant procurement decisions across the software licensing portfolio.

This is a full-time, remote position, with occasional requirements to be readily available and physically present at the customer facility in Rockville, MD.

Requirements:
  • Provide acquisition planning and contract expertise and support for BPAs, ELAs, and Task Orders across the software licensing portfolio
  • Develop acquisition documentation, including Statements of Work, Independent Government Cost Estimates (IGCEs), acquisition plans, market research, and evaluation criteria
  • Ensure compliance with the Federal Acquisition Regulation (FAR), agency acquisition regulations, and applicable federal acquisition policies
  • Support pre-award and post-award activities for software enterprise agreements, including cost/price analysis and technical evaluation support
  • Coordinate with contracting officers and program staff to support acquisition lifecycle activities from planning through award and administration
  • Support acquisition document development for enterprise license recompetes and annual renewals, including customer requirements gathering
  • Assist with contract administration support services, including investigating reports of contract discrepancies and supporting contract close-out activities
  • Attend meetings with program and technical staff to review and discuss software, hardware, and services licensing agreements
  • Support development of acquisition strategies that promote enterprise-wide standardization and strategic sourcing

Qualifications

  • Bachelor's degree in Business Administration, Contract Management, or a related field
  • Minimum of eight (8) years of progressive federal acquisition experience, including direct support to BPAs, ELAs, or comparable enterprise agreements
  • Demonstrated knowledge of the Federal Acquisition Regulation (FAR) and agency-specific acquisition regulations
  • Experience developing acquisition planning documents, including SOWs, IGCEs, market research reports, and evaluation criteria
  • Demonstrated experience supporting software, hardware, or professional services licensing agreements
  • Strong analytical, writing, and organizational skills, with the ability to manage multiple concurrent acquisition actions
  • Ability to obtain and maintain the required background investigation appropriate to the position

Physical Demands

  • Must be able to sit and stand for extended periods of time
  • Occasional travel and overtime may be required

Required Clearances and Screenings

  • This position is subject to a government background investigation and must meet eligibility for a position designated with Low Risk sensitivity. Candidates with a current Tier 1/Low Risk Background Investigation or equivalent are preferred.
