MAIN FUNCTION:
The principal responsibilities will include: planning and implementation of multiple/simultaneous large/small scale hospital facility redevelopment and new build projects; providing leadership to the facilities services team and external consultants alike; scheduling project programs from the functional planning stage through to contract completion, monitoring and reporting on all financial metrics; performing quality management responsibilities; prepares job estimates and timetables. Determines manpower needs and assembles team in conjunction with Department Director. At times, performs Mechanic duties and assists Facilities teams when needed.
REPORTS TO: Director of Engineering
DUTIES AND RESPONSIBILITIES:
- The Project Manager, manages, organizes and orchestrates construction/renovation project initiatives.
- Prepares departmental objectives related to projects, keeps work records and schedules, recommends departmental budgets requirements, requisitions supplies, monitors inventory.
- The principal responsibilities include: Directing and monitoring the progress of construction projects; track the delivery of the construction product; facilitate construction meetings; provide direction in the implementation of the construction contract; and direct and monitor compliance with building and safety codes and all other regulations.
- Review engineering and architectural drawings and specifications for accuracy and completeness; monitor progress and ensure compliance with plans per Life Safety Codes, specifications, and schedules; track and control construction costs against the project budget; process Requests for Information and change orders; maintain meeting notes and minutes; ensures asset tagging completion of regulatory and PM type devices with Engineering IT specialist on all projects; participates in claims reviews; and may prepare periodic reports of progress and project status.
- When needed, meets with staff, contractors, architects, and others to monitor and coordinate all phases of the construction project.
- Performing quality management responsibilities; performs cross-functional duties as assigned or requested; performs other duties consistent with the job classification, as required.
- Establishes ILSM process and procedure as required on all types of construction work.
- Assesses each job against the infection control matrix, meets with the infection control officer, and implements and maintains infection control measures as directed. Submits copies as directed to Fire and Safety/Infection Control Committees
- Actively guards the confidentiality of sensitive information including but not limited to the patients, staff and the community.
- Issues and manages Hot Work permitting and Above Ceiling work permitting per Engineering Department policy.
- Holds hospital Asbestos certification, license, and training. Ensures all work is done per applicable code and regulation, and conducts all asbestos removal consistent with all laws.
- Takes lead responsibility in ensuring that all OSHA standards governing operation of equipment are enforced at all times in the shop and that the shop is kept in a clean and orderly manner so as to be consistent with OSHA, Department of Labor, Fire and Local Code Officer and insurance standards at all times.
- Conducts annual asbestos awareness training as required by OSHA for all staff required to be trained under the OSHA standards.
- Conducts fit testing of engineering staff, maintains documentation.
- Follows all department and hospital wide safety policies
- Follows established procedures for negative pressure work sites, ensures adequate dust barriers and infection control procedures are in place at all times.
- Participates in Hospital Emergency Management Program.
- Assures fiscal responsibility of the service line
- Select the best equipment and most efficient methods to maximize productivity and minimize costs.
- Prioritize work in such a way that if there are daily cost implications in delaying work, that such work gets first consideration above all other work. Discuss any such work with Department Director.
- Estimates and maintains jobs within budget.
- Manages the electrical systems installation of capital projects from the very large to the small projects.
- Supervise and train employees in subordinate job classifications.
- Obtains as many supplies, and long lead items as can be anticipated to complete job, timing orders to have on site at time needed.
- Logs all work activities related to job, including, but not limited to, supplies requisition time, any job estimates, job costs, and each start and stop of a work session on the computer.
- Keeps database information for jobs up to date at all times.
- Establish and maintain adequate inventory of supplies.
- Establish inventory, requisition records all stock.
- Utilize manpower resources effectively, appropriately and fiscally.
- Prepares job estimates
- Prepares project timelines and schedules, manages to schedule.
- Assesses the need for outside contractors, meets with outside trades, gets written estimates, and makes recommendations to department manager. When contracts are involved, meets with contractor to go over specification and drawings prior to allowing contractor to beginning work.
- Reviews all expenses associated with project/job at regular intervals to ensure the project/job is completed within the approved budget and time frame.
- Works with the department director to add enhancements to jobs providing budgets can be maintained.
- Meets or exceeds customers’ expectations and job satisfaction through adherence to department policy.
- When assigned prioritizes assigned work orders, following established department guidelines in prioritizing work or as directed by Department Director.
- Begin assigned stat work orders immediately upon being assigned and complete no later than end of work day assigned, unless parts or other extenuating circumstances prohibit completion.
- Complete ASAP work orders no later than three work days after assigned unless parts or other extenuating circumstances prohibit completion.
- Complete routine work orders no later than 30 calendar days after beginning work unless parts or other extenuating circumstances prohibit completion.
- Coordinates job with affected departments.
- Anticipates and understands the needs of the customer (both external and internal).
- Delivers products and services that meet or exceed the customer's expectations and needs.
- Fully restore all aspects of repair or improvement not directly related to repair or improvement but disturbed or otherwise changed as a result of repairs.
- Prepares "Punch List" and completes the "punch-out" of all jobs within 4 weeks of end of job. Seeks final closeout approval from Dept. Dir. and advises Finance that job is ready to be closed.
- Prepares and regularly updates project schedule as required by department director.
- Provides continuous leadership and management in the guidance and instruction of staff toward Business Unit (Engineering) and Service line Objectives
- Supervise the work performance of staff to ensure adherence to established policies and procedures through observation and provides direction and coaching when necessary; leads by professional example.
- Understands hospital policy and manages staff to policy.

- Adhere to all New York State traffic laws and provisions while driving for hospital business and report to the department director/supervisor any on-duty traffic violations or infractions incurred.
- May assume construction managers role in parts of projects.
- Perform other duties as directed by the Director of Engineering Services
- Perform Mechanic duties when not engaged in projects.
- Respond to Hospital Codes as assigned.
CONTACTS: Equipment and materials manufacturers, engineers, contractors, department heads, supervisors, hospital staff, physicians, visitors and the public.
PHYSICAL DEMANDS: Lifting, walking and sitting; crawling and standing most of the day. Stoops and climbs frequently. Handle and manipulate tools and equipment. Occasionally may be required to work long hours and varying shifts.
WORKING CONDITIONS/HAZARDS: Exposed to extreme hot and cold temperatures. Works both inside and outside frequently. Works in cramped spaces. Exposed to sawdust, grinding dust, hazardous materials, dust, sharp objects, power tools, hot water, welding sparks, fumes, burns, noise, odors, and slippery conditions.
PERSONAL PROTECTIVE EQUIPMENT REQUIREMENTS: The following personal protective equipment has been identified as being required for meeting elements of this job description:

EDUCATION: Demonstrated ability in organizational and management practices related to the analysis and evaluation of construction projects, project programs, policies, and operational needs are required. Program budget preparation and control. Principles and practices of administration and supervision. Applicable laws, codes, regulations, policies and procedures are all required. Proficiency using Project Management support software like AutoCad, BluBeam, or equivalent. Valid New York State driver’s license required. Asbestos Certification for Supervisor and inspector or project monitor classifications required or must be obtained within the six months of employee's successful completion of probation and must be maintained throughout the employee's tenure.
EXPERIENCE: At least five (5) years' experience in a health care construction project management is preferred. Construction project management, supervisory management, job budgeting experience, general construction experience, masonry, and millwork experience, knowledge of commercial HVAC, plumbing and electrical preferred or combination of high level of skills and experience in all listed trades required. Demonstrated ability to manage projects on budget and on time required. Two years driving experience required meeting criteria of the hospital policy dealing with qualifications of licensed motor vehicle operators.
