Position SummaryThe Director of Human Resources is responsible for the overall leadership and strategic direction of the Human Resource Department; including lawful employment practices, positive employee relations and providing leadership in promoting and enhancing a competent, engaged workforce with a high value placed on equity and inclusion. RESPONSIBILITIES: Employee Relations, Compensation, and Benefits
Training and Development- Administer compensation, benefits, performance management systems, and safety programs.
- Analyze and modify compensation and benefits policies to establish competitive programs and ensure legal compliance.
- Negotiate bargaining agreements and interpret labor contracts.
- Provide terminated employees with outplacement or relocation assistance.
- Contract with vendors to provide employee services, such as relocation services.
- Investigate and report on incidents and accidents in alignment with Planned Parenthood Affiliate Risk Management Guidelines.
- Analyze statistical data and reports to identify personnel problems and recommend policy and practice improvements.
- Study legislation, arbitration decisions, and collective bargaining contracts to assess industry trends.
- Maintain records and compile statistical reports on personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
- Prepare and manage budgets for personnel operations.
- Develop and administer projects focused on employee welfare, such as pay equity initiatives and employee recognition programs.
- Conduct exit interviews to identify reasons for employee termination.
- Serve as a link between management and employees, handling questions, interpreting contracts, and resolving work-related problems.
- Perform difficult staffing duties, including dealing with understaffing, refereeing disputes, firing employees, and administering disciplinary procedures.
- Represent the organization at personnel-related hearings and investigations.
- Coordinate with the Labor Management Committee to resolve labor disputes, grievances, and union-related issues.
- Monitor and analyze trends in labor relations and union activities, advising senior management on potential impacts and strategic responses.
- Ensure all labor relations activities are conducted in accordance with the CBA and legal requirements.
- Serve as an organizational expert on labor relations, advising on policy matters to ensure compliance with the CBA.
- Plan, organize, direct, and coordinate personnel, training, and labor relations activities.
- Oversee the evaluation, classification, and rating of occupations and job positions.
- Plan and conduct new employee orientation to foster a positive attitude toward organizational objectives.
- Analyze organizational training needs to design and implement workforce development programs in partnership with the Learning and Education Department.
- Advise managers on policy matters, such as equal employment opportunity and sexual harassment, and recommend necessary changes.
- Provide training and development for HR staff on CBA provisions, labor laws, and labor relations best practices.
- Identify staff vacancies and recruit, interview, and select applicants.
- Plan, direct, supervise, and coordinate work activities related to employment, compensation, labor relations, and employee relations.
- Provide current and prospective employees with information about policies, job duties, working conditions, wages, opportunities for promotion, and employee benefits.
- Prepare personnel forecasts to project employment needs.
- Provides direct supervision to the Human Resources Department staff.
- Participate in the selection of department personnel.
- Ensure staff time records are approved on time and certify their accuracy.
- Provide consultation, problem solving and monitoring of performances and evaluations.
- Recommend and implement training needs, employee corrective actions, probation or termination as indicated in personnel policies.
- Participate and engage in all PPSO DEIB initiatives.
- Bachelor's degree in relevant field.
- At least eight (8) years of progressively responsible human resources or related experience.
- Will consider an equivalent combination equaling 12 years’ experience.
- Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
- Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
- Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.
- Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation
