Senior Consultant Government Technology Modernization

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Consultant – Government Technology Modernization based in United States.

This role provides an opportunity to lead technology modernization initiatives that help local governments improve permitting and land management services.
You will serve as a trusted advisor and project manager, guiding clients through system assessment, procurement, implementation, and transformation initiatives.
Working across client, vendor, business analyst, and subject matter expert teams, you will ensure projects remain aligned with scope, timelines, budgets, and desired outcomes.
The position combines project leadership, business process analysis, technology consulting, and stakeholder management in a public-sector environment.
You will influence important technology decisions, facilitate governance and client decision-making, and help organizations adopt solutions that better support their communities.
The role also offers opportunities to contribute to business development, industry engagement, and thought leadership.
This is a remote position supporting clients nationwide, with travel of up to 30% to client locations.

Accountabilities
  • Lead consulting teams of business analysts and subject matter experts while coordinating effectively with client and software vendor teams.
  • Manage end-to-end client service delivery, ensuring projects remain on schedule, within scope, and within budget.
  • Assign internal resources, coordinate project activities, and oversee the completion and quality of client deliverables.
  • Facilitate client decision-making and document decisions, actions, and outcomes within established project governance structures.
  • Support clients throughout procurement initiatives, including project scoping, RFP development, proposal evaluation, software demonstrations, reference checks, and contract scoping.
  • Provide project oversight and quality assurance during permitting and land management system upgrades and implementations.
  • Coordinate tasks across internal and client teams in accordance with project plans, milestones, and delivery objectives.
  • Conduct and support requirements analysis, business process analysis, system assessment, design, and project documentation activities.
  • Communicate project status, risks, milestones, dependencies, and delivery updates to clients, team members, vendors, and other stakeholders.
  • Facilitate client meetings, workshops, and discussions to maintain alignment and drive progress.
  • Develop long-term project communication and organizational strategies that support successful technology adoption and implementation.
  • Contribute to business development activities, including reviewing RFPs, supporting proposal development, participating in prospective client meetings, and attending conferences.
  • Support industry engagement and thought leadership through blog content, professional associations, conferences, and other market-facing activities.
  • Maintain strong relationships with public-sector clients and serve as a knowledgeable advisor on government technology modernization initiatives.
Requirements
  • Bachelor’s degree in Business Administration, Political Science, Computer Science, Public Administration, or a related field.
  • At least 5 years of professional experience working with local government permitting departments.
  • Demonstrated experience implementing permitting and land management software systems, such as Accela, Clariti, or Tyler Technologies.
  • Consulting experience supporting public-sector clients through a national or regional consulting firm, independent consulting practice, software vendor, or systems integrator.
  • Strong project management, organizational, leadership, and self-management skills.
  • Proven ability to manage multiple workstreams, priorities, resources, deadlines, budgets, and client deliverables.
  • Strong understanding of business process analysis, system assessment and selection, software implementation, requirements management, and public-sector technology planning.
  • Excellent written and verbal communication skills, with the ability to facilitate meetings and communicate effectively with executives, clients, vendors, and technical and non-technical stakeholders.
  • Strong problem-solving and decision-making capabilities, with the ability to guide clients through complex technology and operational challenges.
  • Ability to build trusted relationships and operate effectively in collaborative, client-facing environments.
  • Advanced degree is preferred.
  • Current project management certification such as PMP or CAPM is preferred.
  • Organizational change management certification or experience applying methodologies such as Prosci is preferred.
  • Willingness and ability to travel to client sites, with travel expected to be up to 30%.
Benefits
  • Targeted base salary range of $110,000–$140,000 USD, with final compensation based on experience, education, seniority, qualifications, travel requirements, and other business considerations.
