Overview
The Enterprise Planning Team is seeking a highly motivated and experienced Enterprise Planning Program Representative to drive performance initiatives critical to achieving the Navy’s mandate of a 1-Columbia and 2-Virginia annual production rate. Operating with high autonomy, this individual will lead efforts in idea identification and project execution to aggressively reduce submarine construction costs and delivery spans.
This high-visibility role supports cross-program enterprise strategies, including Cost Reduction, Continuous Improvement, Technology Deployment, and Span Reduction—focused on enhancing the manufacturability and affordability of the Columbia and Virginia Class Programs. You will be responsible for implementing transformative changes across existing ship designs, manufacturing processes, and business practices.
Key Responsibilities:
- Drive Portfolio Expansion: Partner with Operations and Engineering Subject Matter Experts (SMEs) to identify, vet, and execute high-impact cost and span reduction initiatives.
- Stakeholder Liaison: Serve as a primary, independent interface with NAVSEA stakeholders, delivering transparent updates on project status, strategic milestones, and portfolio performance.
- Executive Briefing: Prepare and present technical and programmatic review materials for Electric Boat senior leadership and Navy customers.
- Strategic Alignment: Empower technical organizations toward Enterprise goals by facilitating project generation and maintaining a relentless focus on production rate targets.
- Relationship & Idea Management: Act as the primary ambassador for the Enterprise Planning Team; cultivate cross-functional relationships to foster a pipeline of innovation and navigate contributors through available funding streams.
- Project Governance: Oversee the lifecycle of active projects, monitoring financial health and schedule performance while providing hands-on management support to technical POCs to ensure successful execution.
- Process Navigation: Expertly navigate internal financial processes and administrative requirements to ensure seamless project funding and resource allocation.
Collaborative Interface:
This role requires frequent and effective communication across a broad organizational spectrum, including Design and Engineering, VCS and CLB Program Offices, Design Build, Groton and Quonset Point Operations, Materials Management, EB Upper Management, and Navy customers.
Responsibilities
- Knowledge of management tools and EB business systems (i.e., Artemis, EVMS or other EB specific tools)

Qualifications
Required:
- Bachelor’s Degree or higher
- 8+ yrs EB Program Office experience
- 5+ yrs EB New Construction experience
Preferred:
- Experience supporting major construction evolutions or other relevant operations experience.
- Lean/Six Sigma Green/Black Belt Training
