Executive Director - Full Time


Position Summary:

Under the direction of the Senior Director of Home and Community Based Services, the Executive Director has complete oversight and administration of EveryAge PACE, in Lexington, NC which includes the effective planning, organization, administration, and evaluation of the organization’s operations. This includes striving to ensure that appropriate personnel perform their functions within the organization. This position is responsible for managing all aspects of EveryAge PACE including a primary care medical clinic, a provider network, a 24-hour care delivery system, therapeutic services, a day health center, home care, transportation and Quality Assurance activities. Duties include making every effort to ensure the financial viability/continued growth of the program and managing business relationships with all contracted providers. Additionally, this position will manage the State and Federal relationships surrounding EveryAge PACE. As part of an interdependent team of skilled and caring people, the Executive Director must act in accordance with current federal, state and local standards, guidelines and regulations that govern EveryAge PACE. Must make reasonable efforts to ensure the highest quality of care, service and safety is maintained.

Essential Duties and Responsibilities:

1. Serves as Director of Adult Day Program in in absence of the Program Director.

2. Responsible for the oversight and administration of EveryAge PACE to include effective development, planning, organization, compliance, quality improvement, administration, fiduciary oversight, and evaluation.

3. Assure employment of qualified staff and development of personnel practices which promote high standards of participants' well-being.

4. Directs, supervises and evaluates the performance of the Medical Director , Marketing Director/Enrollment Coordinator, Quality Assurance Coordinator, Center Administrator, Health Plan Manager or designated director over business functions , HR/Payroll Coordinator, Director of Spiritual Life, Day Center Coordinator, Director of Home Care, and Administrative Assistant. Provides input to the Senior Director of Home and Community Based Services on the performance of the Medical Director.

5. Makes all reasonable efforts to ensure the provision of staff orientation and staff education, and that job responsibilities, authorities and accountability of all direct reports are defined and understood.

6. In conjunction with the Medical Director, Center Administrator and Quality Assurance Coordinator, responsible for maintaining compliance with all State and Federal program requirements, obtaining and maintain certification under Centers for Medicare and Medicaid Services (CMS) as well as any other State or Federal law or rules.

7. In conjunction with the Medical Director, responsible for maintaining compliance with all state and federal program requirements. Monitors medical and specialty services utilization to strive to ensure provision of quality care to participants.

8. Responsible for the development and implementation of EveryAge PACE' Strategic Plan.

9. Assists in program development and preparation of EveryAge PACE' short-range and long-term plans, budgets and related information systems based on broad organization goals and growth objectives.

10. Responsible for the financial accountability of EveryAge PACE and oversees the development of EveryAge PACE' annual operating and capital operational budget as well meeting projected financial benchmarks. Plans for and administration of the managerial, operational, fiscal, and reporting components of the organization.

11. Responsible for oversight of the contracting and credentialing process for all contracted providers and services.

12. Recommends and implements EveryAge PACE' operational policies, procedures and protocols for direct participant care and support services.

13. Has overall oversight and ensures delivery of comprehensive services to the populations served by EveryAge PACE. Monitors the growth of care delivery and services as the participant census grows and makes adjustments when appropriate.

14. Meets program goals for target enrollment; is accountable for quality of services provided and program financial performance.

15. Participates in the development, and monitoring EveryAge PACE' compliance with staffing guidelines including use of temporary staff.

16. Responsible for the overall management and development of appropriate quality improvement systems and programs for EveryAge PACE.

17. Responsible for overall management and development of appropriate Quality Assurance programs. Participates regularly in quality assurance/quality improvement committees as part of the overall quality improvement program, in conjunction with the Quality Assurance Coordinator strives to ensure that appropriate indicators are established and necessary outcomes are attained. Participates in the quality assurance program for participant care and staff performance.

18. Establishes positive working relationships with health and social service providers.

19. In conjunction with the Medical Director, Center Administrator, and Quality Assurance Coordinator, maintains the stability and reputation of EveryAge PACE by helping to ensure that all activities and operations are performed in compliance with local, state, and federal contracts, regulations, laws, accreditation, protocol, licensing and certification requirements governing PACE organization operations.

20. Oversees EveryAge PACE' operational compliance with Occupational Safety and Health Administration (OSHA) regulations and agency policies and procedures.

21. Makes reasonable efforts to ensure that a safe and clean environment is maintained for staff and program participants.

22. Protects privacy and maintains confidentiality of all company procedures, results and information about employees, participants and families.

23. Continues professional development and participation in local, state and national programs related to PACE. Participates in continuing education classes and any required staff and training meetings. Maintains professional affiliations and any required certifications.

24. Ensures that all personnel are assigned duties based upon their education, training, competencies and job descriptions. Responsible for the recruitment, selection, and training of EveryAge PACE staff.

25. Establish and convey performance expectations, assess performance, provide constructive feedback and conduct timely performance evaluations.

26. On a rotational basis, provides evening and weekend on-call administrative coverage if needed.

27. Strives to ensure the development, implementation, and enforcement of all policies and procedures, including participant rights.

28. Establishing and maintaining liaison relationships and communication with facility staff and services, with support services and community resources and participants. Responsible for the growth and viability of the program through development, outreach, enrollment and expansion to new service market areas needed and approved.

29. Performs related duties as assigned

Minimum Education:

Bachelor's degree in health care administration, business administration, nursing, public health, social work or related health/human services field from an accredited college or university required.

Master's degree preferred.

Minimum Requirements:

A minimum of one year’s successful experience in working with the frail or elderly population required.

A minimum of three year’s health care executive level management experience.

Clinical operation experience preferred.
