Position Summary
The Regional Manager – EPC Project Management provides cultural, client, project, and commercial leadership and oversight for the initiation, planning, execution, monitoring & controlling, and closeout of turnkey Engineer, Procure, Construct (EPC) projects. The Regional Manager – EPC Project Management is responsible to manage a large multimillion dollar portfolio of EPC projects primarily encompassing substation, transmission, distribution, and energy storage projects in a US region, including project team staffing, PM assignments, portfolio P&L responsibility, cost center management, operational efficiencies, and on-time delivery.Further, this position is responsible to support the development and implementation of the necessary tools, systems, policies, processes, and procedures to establish NRE’s growing EPC Services organization, including business/client development and capture strategies to grow the EPC portfolio, bidding/proposal strategies, procurement/supply chain process and strategies, contracting process and strategies, vendor and subcontractor qualification and relationship management, project controls, QA/QC program, and site safety and construction oversight. This position reports to the Senior Vice President, EPC Services.
Duties/Responsibilities
- Recruit, structure, and manage the EPC Project Management teams for your assigned region, including the mentoring and supervising of project managers.
- Provide supervisory and HR administrative duties for direct reports, including performance plan development/review/management, resource management, performance coaching, career and leadership development, and expense and time accounting approval.
- Serve as a leader and role model and create working environments where employees are equipped and driven to excel. Promote a culture of elite performance, continuous improvement, and safety-first mindset.
- Establish and administer the profit center’s departmental budget.
- Ensure division/department plans and decisions such as those for staffing, org structure, business development, technology, resource plans, material efficiency, equipment acquisitions, and facilities are in line with NRE’s business priorities, goals, and vision.
- Serve as PM for a small portfolio of assigned EPC projects up to the highest level of project complexity or a customer program of projects (<50% of position workload).
- Responsible and accountable for assigned regional portfolio of EPC projects, including monthly safety and financial performance reporting to Operations Executive leadership, and quarterly safety and financial performance reporting to the Executive Leadership Team.
- Manage multiple clients with NRE’s hallmark superior customer service, flexibility, agility, and responsiveness.
- Identify and recommend for implementation new policies, processes, technologies, systems, and tools needed to execute project requirements and client specific programs effectively and efficiently and continuously improve and streamline EPC project execution.
- Lead or support business development and EPC prime contractor qualification efforts with target clients to establish NRE as an approved EPC contractor and grow the EPC book of business within the assigned region and beyond.
- Review RFP opportunities and manage the development of bidding strategy, go/no-go decisions, and proposal pricing.
- With support from the Estimating and Procurement departments, prepare take-offs, solicit material/equipment and subcontractor pricing, and ensure bids are complete and accurate in response to customer Requests for Proposals.
- In coordination with the Estimating and Proposal Development departments, establish bidding policies, estimating tools, and means and methods to ensure accurate and profitable EPC bid estimates and comprehensive proposal narratives.
- Engage heavily with the Contracts department, including the review, negotiation, and management of contracts and agreements. Exercise skill in the beneficial allocation of risk within the terms of the contract.
- Work with NRE Construction Services PMs to train superintendents, general foreman, and foremen in the proper handling of project planning, interpretation of contract documents, extra work documentation, administration of client safety program, and project information reporting requirements for EPC projects.
- Support the development of project reporting tools for daily reporting, safety audits, quality assurance, and environmental compliance.
- Develop and maintain comprehensive and logic-linked project schedules encompassing schedules from others (subcontractors, equipment vendors, client in-service process, permit timelines, etc.) to track project status and forecast impacts to completion dates.
- Prepare project initiation plans to include manpower loaded schedule, cash flow invoicing projection, material, tool, and equipment requirements, and project specific safety plans.
- Conduct job site safety audits to ensure that jobsite safety and pre-task planning documentation is sufficient for the tasks being performed and in compliance with all safety policies and procedures.
- Ensure project compliance with all applicable permits. Support submission of documents to authorities, scheduling of consultants, sharing of permit requirements amongst stakeholders, tracking compliance, payment of fees, etc., as required.
- Work with Procurement to develop and deploy vendor purchasing policies and procedures for services, materials, and equipment.
- Ensure all materials and equipment are ordered properly to client specification and on time.
- Manage engineering subcontractor relationships to ensure engineering deliverables are timely and support construction sequencing.
- Manage construction subcontractor and testing & commissioning subcontractor relationships to ensure project schedule, project scopes, and safety expectations are effectively executed.
- Maintain ongoing communication with project sites and customers to identify and communicate issues such as scope changes and schedule conflicts, including formal notices.
- Manage project costs and proactively identify risks to ensure projects stay within budget.
- Develop project cash flows, manage project billing, and perform change order tracking.
- Exhibit proficiency in project risk management, including the identification, prioritization, and mitigation of project risks while seeking out and exploiting project opportunities.
- Develop project close-out tools to ensure all projects are closed out in a correct and timely manner, including all certifications, lien waivers, and warranty documents.
- Effectively communicate project information to both internal and external project stakeholders.
- Maintain up to date and accurate project files within NRE’s document management system, including contracts, amendments, notices, drawings, specifications, permits, schedules, reports, and other project records.
- Support PM teams to resolve client and vendor issues such as pricing variations, material procurement issues, design flaws, work performance, and construction schedule impacts.
- Support EPC projects with a focus on scope management, change orders, and invoice aging/collection.
- Responsible for the monthly reconciliation of costs, earned revenue, and billing status for each ongoing project within assigned regional portfolio via the company’s monthly work-in-progress (WIP) process.

Qualifications
- B.S. degree in engineering, construction management, business administration, or related field with a minimum of 12 years of industry-related experience (including 5+ years as a project manager), or a minimum 15 years relevant industry experience with field construction supervision background (including 5+ years as a project manager). Direct EPC project execution experience preferred.
- Strong leadership skills with a minimum of 2 years' experience supervising, mentoring, and developing high-performing teams.
- Proven track record of successfully leading and managing substation and/or T-line construction projects in the electric utility/power delivery industry, including negotiating contracts/agreements, managing subcontractors, and quantifiable success delivering projects on time and on budget.
- Practical knowledge of procurement strategies, project management, contracts management, vendor management, and construction best practices.
- Extensive knowledge of the principles, procedures, and best practices in the industry.
- Excellent verbal and written communication skills, with the ability to effectively engage with clients, stakeholders, and team members at all levels.
- Demonstrated skills in providing leadership, motivation, vision, and direction.
- Proven success in developing and maintaining customer relationships.
- Excellent organizational skills and attention to detail.
- Strong analytical and problem-solving skills, with the ability to manage project risks, identify opportunities, and drive continuous improvement.
- Proficient with Microsoft Office Suite or related software.
Travel
Travel for this position is required and will consist of overnight stays.
