Job Description

The Risk & Compliance Manager operates many of the safety, compliance, and quality assurance programs within Friends of Youth. The position supports the Director of Risk & Compliance in the creation and maintenance of agency policies and is primarily responsible for ensuring such documentation is compliant with external authority expectations. The role is instrumental in ensuring compliance with the agency’s performance & quality improvement process and employee safety programs. They also develop, implement, and manage an effective legally compliant service. They participate in creating standardized processes across the agency as part of a collaborative team, serving as a subject matter expert in legal compliance. The Manager provides legal compliance policy and procedure recommendations to the Chief Executive Officer and Chief Administrative Officer for contracts involving property acquisition and property development. They make the necessary changes to legal documents across programs and support and provide legal recommendations in the review of elevated risk events.

essential duties

Safety & Compliance

  • Leads Safety Committee and support employee safety investigations and ensure agency’s Safety Committee is compliant with local, state, and federal requirements
  • Manage the Risk & Compliance Division’s documentation to ensure applicable policies and procedures are regularly audited and revised for relevance and compliance with internal and external requirements.
  • Research and provide written analysis of statutes, regulations, legal articles, and other legal sources. Draft legal documents as needed and subsequently have them reviewed by outside counsel as appropriate.
  • Collect, research, review, and organize pertinent legal agreements, which may include funder, vendor, property, and licensing documentation that Friends of Youth is bound by.
  • Review all property encumbrances and audit program and service sites annually to ensure compliance with the agreed-upon property use.
  • Support the Risk and Safety training program through review of documentation and ensure compliance with OSHA, L&I, and State regulations.
  • Collaborate with the Grants team and other employees to discuss assigned contracts, projects, etc.
  • Perform bi-annual Site Safety Visits at all properties to document health and safety concerns and oversee corrective actions.
  • Maintain Safety Data Sheets for all sites and purchase Personal Protective Equipment (PPE) as necessary and requested by employees.
  • Support relevant departments and divisions in reviewing contractual obligations and provide recommendations to mitigate agency risk.
  • Proactively audit processes, practices, and legal documents to identify gaps.
  • Collaborate with Risk and Compliance, program services, and support services teams in annual audits of policy and procedures.


  • Performance & Quality Improvement

  • Create and maintain performance & quality improvement (PQI) documentation, including relevant forms, policies, and procedures.
  • Ensure compliance with agency expectations regarding completion of and adherence to the performance & quality improvement process.
  • Maintain a committee to analyze the needs of the performance & quality improvement process.
  • Coordinate with necessary departments and divisions to maintain relevant and accurate reports in support of the performance & quality improvement process.
  • Provide supplemental project management during the agency’s external accreditation process as necessary.
  • Support relevant departments and divisions in reviewing contractual obligations and revising PQI documentation and processes as necessary to adhere with external requirements or commitments.

    a. Education and Experience

  • Bachelor’s degree in BA with a concentration in political science
  • Certification in risk management, project management, data analytics, legal studies, or related field is preferred.
  • Minimum of 3 years of experience in managing contracts, quality assurance and compliance is required.
  • Experience with Salesforce or other client database software is preferred.
  • Experience with accreditation processes (e.g. COA, CARF, Joint Commission, etc.) is preferred.
  • Proficiency with Microsoft Office Suite is required.

  • b. Additional Requirements

  • Must satisfactorily pass criminal history check.
  • Must satisfactorily pass tuberculosis (TB) test.
  • Must have reliable transportation and a valid Washington State driver's license (or be able to obtain one by date of employment).
  • Employees and volunteers who operate their own or Friends of Youth vehicles on Friends of Youth business, must have a safe driving record as defined by Friends of Youth.
  • Employees and volunteers who operate their own vehicle(s) on Friends of Youth business must carry auto liability insurance that complies with the requirements of Friends of Youth.
  • Must successfully complete the following health certification requirements within 30 days of employment: CPR, First Aid and Bloodborne Pathogens.

  • Able to travel to multiple local sites and other locations in personal vehicle (mileage reimbursement provided).
