Position Summary
Reporting to the Director of Voting Rights Policy, the Voting Rights Policy Legal Counsel or Senior Legal Counsel helps CLC implement, advocate for, and defend policies that promote the freedom to vote across the country and stem the tide of anti-voter legislation. The Legal Counsel or Senior Legal Counsel plays an integral role on the voting rights team, with their primary responsibilities involving the team’s active state legislative and policy activities.
The Legal Counsel or Senior Legal Counsel provides legal expertise to stakeholders and policymakers as they develop and advocate for pro- voter policies—and against anti-voter policies—at the state and local level. This work will include analyzing and drafting legislation and policy proposals, creating advocacy materials, testifying before legislatures and other governmental bodies, and working closely with coalitions to support community efforts to promote the freedom to vote. The Legal Counsel or Senior Legal Counsel also works closely with the Director of Voting Advocacy and Partnerships and the policy team on matters related to federal voting policy.
This position requires an interest in voting rights and election law and will blend legal knowledge and political insight to help enact creative and innovative policies that strengthen our democracy. This position is eligible to take part in CLC’s telework and flexible work programs.
Responsibilities
- Conduct legal research, analysis, writing, and advocacy in support of legislative and policy efforts
- Draft legislation, policy proposals, and legal advocacy materials, including policy papers, rulemaking comments, legislative testimony, public-facing reports and letters to government officials
- Conduct administrative advocacy with election officials, including oversight through public records requests
- Establish relationships with and advise local and national partners in support of legislative efforts
- Monitor and track state voting rights legislation to determine CLC’s response
- Other duties as assigned
- Some travel required
Qualifications and Skills
- Years of experience -
- Legal Counsel: 2 - 5 years
- Senior Legal Counsel: 6 - 9 years
- Excellent research, writing, and analytical skills
- Excellent judgment and strategic decision-making skills
- Proven ability to build and maintain good working relationships with a diverse range of partners
- Excellent communication skills with a proven ability to explain legal issues to non-legal audiences
- Commitment to voting rights and the overall mission of CLC
- Experience in voting rights and election law is a plus but not required
- State or local policy experience is a plus but not required
- Active membership in good standing in DC or, for remote work, your state of residence
