Quality Assurance Manager Position

The Quality Assurance Manager will be responsible for ensuring that MDB's products, services, environmental data, and project processes meet company, contract, and federal quality standards. The successful candidate will support implementation and maintenance of MDB's Quality Policy and quality management systems while providing quality oversight for air quality-related activities and deliverables.

The selected candidate will lead the development and implementation of contract-specific quality documentation, including Quality Management Plans (QMPs), Quality Assurance Project Plans (QAPPs), Standard Operating Procedures (SOPs), and related quality control processes. The Quality Assurance Manager will oversee continuous improvement initiatives, evaluate the effectiveness of contract quality systems, identify opportunities for improvement, and provide recommendations to project leadership and senior management.

Candidates should be comfortable collaborating with senior leadership, federal agency clients, technical subject matter experts, and project teams. The successful candidate will work closely with program managers and staff to establish, implement, and maintain quality assurance and quality control procedures that support successful contract performance.

This is a remote, part-time position based within the United States.

Specific responsibilities will include:

• Review, implement, and support MDB's corporate Quality Management System and Quality Policy.

• Develop, implement, and maintain contract-specific Quality Management Plans, Quality Assurance Project Plans (QAPPs), Standard Operating Procedures (SOPs), quality control procedures, and checklists in accordance with federal and state government requirements.

• Establish and oversee quality assurance programs for environmental and public health projects, ensuring federal government compliance with applicable quality system policies, Quality Management Plans, and project-specific quality objectives.

• Ensure all regulatory and non-regulatory programs meet regulatory standards with accurate, efficient, and cost-effective testing and laboratory support.

• Evaluate and validate environmental datasets used as inputs to models, tools, inventories, and assessments to ensure data quality objectives and federal government quality standards are achieved.

• Design, implement, and report QA/QC measurement and monitoring data to federal databases for various environmental media such as air, water, and other environmental systems.

• Perform and oversee quality assurance reviews of environmental models, analytical tools, and decision-support systems used to support regulatory and non-regulatory programs.

• Review technical reports, data products, monitoring documentation, presentations, and other deliverables for completeness, accuracy, consistency, and compliance with quality requirements.

• Provide quality oversight for air quality monitoring, environmental data collection, data management, analysis, and reporting activities.

• Maintain and oversee quality assurance procedures for project databases, data systems, and environmental information products.

• Review, assess, and revise quality assurance protocols, procedures, and documentation when deficiencies, inconsistencies, or errors are identified to maintain the accuracy and integrity of environmental data, inventories, and models.

• Conduct internal quality reviews and audits to evaluate compliance with contract requirements and organizational quality standards.

• Advise project managers and technical staff on quality-related matters and risk mitigation strategies.

• Report quality review findings and recommendations to program managers, project leads, and senior leadership.

• Support proposal development activities, including contributing quality management approaches and quality assurance plans for federal proposals.

• Coordinate with technical staff, subcontractors, and project teams to ensure quality objectives are achieved within established schedules and budgets.

• Promote a culture of continuous improvement, scientific integrity, and data quality across contract activities.

Qualifications

• Bachelor's degree in Environmental Science, Environmental Engineering, Chemistry, Atmospheric Science, Public Health, Industrial Hygiene, Environmental Management, or a related field required.

• Master's degree preferred.

• Minimum 8-10 years of experience in environmental quality assurance, quality management systems, or quality control programs supporting federal contracts.

• Demonstrated experience developing and implementing Quality Assurance Project Plans (QAPPs), Quality Management Plans (QMPs), SOPs, and related quality documentation.

• Working knowledge of methodologies and equipment used by air quality field and lab units and contract labs.

• Knowledge of federal quality system requirements, environmental data quality standards, and federal quality assurance procedures. Knowledge of U.S. Environmental Protection Agency (EPA) quality systems is preferred.

• In-depth experience working with environmental laboratory instrumentation, data, and quality assurance.

• Experience supporting air quality monitoring, emissions programs, environmental data management, laboratory operations, or related air quality initiatives strongly preferred.

• Completed quality assurance and quality control training and/or relevant professional certifications.

• Experience reviewing technical and scientific deliverables for compliance with quality requirements.

• Experience supporting federal agencies, particularly EPA, is strongly preferred.

• Excellent communication, organizational, and problem-solving skills.

• Strong attention to detail and ability to manage multiple priorities simultaneously.

• Ability to work independently and collaboratively in a fast-paced environment.

• Demonstrated ability to provide constructive feedback and facilitate continuous improvement across project teams.
