Job Description

Under the general direction of the Chief Operating Officer, Software Engineer I/II responsibilities include gathering user requirements, defining system functionality, and writing code in various languages such as ASP.net, C#, VB.Net, Java, etc. Our ideal candidates are familiar with the software development life cycle (SDLC), from preliminary system analysis to tests and deployment. This person will also be responsible for designing, coding, testing, deploying, and maintaining all proprietary software applications and services deployed within the Court.
These functions are intended as a general illustration of the work performed in this job classification and are not all inclusive for this position.
  • Provide day-to-day maintenance and support on Court applications and websites.
  • Support and maintenance activities may include, but are not limited to:
    1. Making changes to existing specifications; coding re-writes, updates, enhancements, or modifications to existing applications to meet business requirements and new legislative changes.
    2. Performing quality assurance to ensure applications meet user needs and requirements.
    3. Create and modify reports.
  • Developing SQL scripts to research and identify appropriate methods of resolving applications and database problems.
  • Develop data models, stored procedures, schemas, and tables for back-end systems.
  • Design and conduct quality assurance functions for testing operations to ensure applications perform as designed.
  • Prepare documentation for deployed applications, including training materials, system documentation, and user manuals on new applications.
  • Research, test, evaluate, and make recommendations on potential software packages, assist in deploying selected software, and provide support services with vendors on behalf of users to resolve problems.
  • Maintain up-to-date technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, obtaining and updating professional certifications, and participating in professional associations.
  • Contributing to team effort by performing highly detailed work on multiple concurrent tasks under strict deadlines.
  • Coordinate the work of other information technology staff related to application development processes.
  • Establish and maintain effective working relationships with all those encountered in the course of work.
  • Maintain regular and punctual attendance.
  • Perform related duties as assigned.

Any combination of education and experience that provides the candidate with the requisite knowledge, skills, and abilities to perform the duties of the position. A typical way to obtain the required knowledge and abilities would be an educational level equivalent to graduation from an accredited college or university management of information systems, information technology, computer science or a closely related field. Additional relevant full-time experience may be substituted for the required college degree on a year-for-year basis.
Following are examples of professional experience.
  • Software Engineer I: Two years of professional applications design and development experience, preferably in a court environment or an environment similar in size and complexity to that of the Court.
  • Software Engineer II: Four years of professional applications design and development using, preferably in a court environment or an environment similar in size and complexity to that of the Court OR one year of full-time experience as a Software Engineer I with this Court.
  • Directly related graduate degree may be substituted for one year of the required experience.
Knowledge of:
  • Principles and techniques for SDLC and project management.
  • Best practices in quality assurance and building secure applications.
  • Programming Languages: ASP.net, C#, VB.Net, Java, etc.
  • Scripting Languages: SQL/T-SQL, PowerShell, XML, XSLT, HTML, Javascript, Angular, etc.
  • Web technologies such as WCF, WebAPI, SOAP, JSON, etc.
  • Microsoft Internet Information Services.
  • Microsoft Server 2019 or later.
  • Microsoft SQL Server Reporting Services 2019 or later.
  • Microsoft SQL Server 2019 or later.
  • Visual Studio 2019 or later.
  • MS Azure
  • Snowflake
Ability to:
  • Demonstrate an understanding of engineering theory and design criteria.

PHYSICAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATIONS:
This position is generally sedentary in nature, following are the requirements:
  • Ability to use a personal computer and its peripherals including keyboard, mouse and monitor for extended periods of time.
  • Ability to sit for extended periods of time; occasionally stand or walk part of the time with minimal bending, stooping, squatting, twisting, reaching, or walking on irregular surfaces.
  • Ability to express or exchange ideas by means of the spoken words or activities where detailed or important spoken instructions must be conveyed to others accurately and audibly.
  • Ability to hear or perceive the nature of sounds at normal speaking levels with or without correction, and having the ability to receive detailed information through oral communication, and making fine discriminations in sound,
  • Ability to work in an environment that includes frequent interruptions and simultaneous attention to multiple tasks.
  • Ability to grasp and/or manipulate files, binders, pieces of paper or small objects.
  • Frequent hand, fingers and/or wrist motion.
  • Occasional reaching at or above shoulder level.
  • Ability to work alone or closely with others.
  • Occasional movement throughout the courthouse delivering and/or retrieving forms, files, materials and information to and from other departments or other court locations, including lifting files or binders up to 10 lbs.
WORK ENVIRONMENT:
  • Shared office environment with varying degrees of hot and cold air and lighting condition.
  • May be required to travel to other court locations or agencies for work and/or training.
  • Must be able to traverse indoors and outdoors, over uneven surfaces and pavement in all types of weather.
  • Constant interruptions and various office noises, with high volume of telephone and personal interaction.
  • Exposure to dust, copier and printer toners.

INTERVIEW PROCESS: The oral exam and selection interviews may be consolidated into one process. Following the evaluation of applications, qualified candidates will be invited to a combined oral and selection interview with the hiring executive officer. Date: TBD
