About This Position
Code Enforcement Officers are responsible for conducting routine and complex code violations investigations regarding provisions of the Encinitas Municipal Code and Zoning Ordinance as well as the Uniform Housing Code, Uniform Building Code, Code for Abatement of Dangerous Buildings and California Vehicle Code. Code Enforcement Officers manage and coordinate the City's Proactive Code Enforcement (PACE) Program including but not limited to conducting daytime and nighttime inspections of alcohol serving businesses for compliance with applicable local and state code.
Essential Duties: (These duties are a representative sample; position assignments may vary.)
- Investigates citizen complaints regarding provisions of the Encinitas Municipal Code and Zoning Ordinance as well as the Uniform Housing Code, Uniform Building Code, Code for Abatement of Dangerous Buildings and California Vehicle Code.
- Interprets, applies, and enforces various codes and regulations; determines appropriate corrective action for resolution of violations.
- Receives and screens complaints, performs field investigations in response to Code violations; issues written notices of violation, stop work orders, and other related correspondence.
- Issues administrative citations; prepares cases for hearing officer; provides testimony in court.
- Prepares activity reports.
- Participates in/on a variety of meetings and/or committees.
- Coordinates enforcement activities among other City departments, government organizations, and regulatory agencies.
- Assists City Attorney in preparation of court cases; prosecutes criminal infraction cases on behalf of the City.
- Provides testimony in civil litigation cases; preparing declarations; giving depositions; obtaining inspection warrants; recording liens and covenants against non-compliant properties.
- Reviews all contested parking citations and determining if they are valid or subject to dismissal.
- Organizes work projects and work units to include: prioritizing and assigning work; conducting training sessions for employees.
- Develops work plans, operations plans, and public notification plans.
- Serves as a liaison/representative for Code Enforcement Division or the City at a variety of meetings (including neighborhood watch), on committees, with other internal departments, and/or with external agencies and businesses; represents department at local events.
- Coordinates voluntary compliance and public educational activities.
- Performs other duties as assigned of a similar nature or level.
Knowledge of: customer service principles; court case preparation techniques; applicable Federal, State, and Local laws, codes, regulations, and constitutional rights; arrest, search, and seizure procedures and practices.
Skill in: prioritizing work; using computers and related software applications; analyzing situations;interpreting and applying laws, codes, regulations, and policies; enforcing codes; reading and interpreting building plans, zoning and subdivision maps, legal descriptions, and County Assessor and County Recorder documentation; maintaining records; preparing comprehensive reports; mediating hostile situations; negotiating with code violators; organizing information; recognizing conditions that constitute code violations; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

An Associate's Degree in a related field plus at least two years of public agency working level code enforcement experience which includes investigations, enforcement and code interpretation is required.
Licenses/Certifications Required:
- Penal Code 832 Certification
- Valid California Driver's License
