About This Position
The purpose of this position is to act as a crew leader during installation, maintenance, and troubleshooting of jointly owned (City & NCDOT) ITS infrastructure (Traffic Signals, Closed Circuit Television, Motorist Information, Communications Systems and Ornamental Street Lights).
This is accomplished by providing leadership, skilled technical support and direction to ensure work is performed correctly installing, testing and debugging of electronic equipment; repairing and replacing ITS devices; reading blueprints and schematics; observing proper safety procedures; and communicating with the public, staff, and supervisor. This position must be able to perform with a high level of coordination between multiple parties, internal and external, including but not limited to NCDOT, Utility Companies and Contractors. Other duties include using inventory control systems, updating and maintaining databases and spreadsheets, maintaining and scheduling vehicle and electronic device maintenance and performing subsurface utility locating functions

- Maintains ITS infrastructure at the field level by troubleshooting and restoring operation to devices, testing equipment, performing preventive maintenance, installing and maintaining communication systems and ensures work zone traffic control procedures are performed under state and federal guidelines to maximize transportation system efficiency.
- Provides emergency response by troubleshooting and repairing systems, provides field level support during natural disasters and coordinates with emergency responders to ensure safe travel conditions.
- Maintains street lighting systems by providing field level maintenance and evaluating schematics for new street light circuits to improve safety and aesthetics along the roadways.
- Performs subsurface utility locating with specialized equipment to increase reliability of ITS Infrastructure by eliminating/reducing unnecessary utility cuts and to ensure work is performed under state and federal guidelines.
- Serves as field crew leader by providing leadership, skilled technical support and guidance to crew members, estimating time and materials needed for tasks, coordinating work with engineers and contractors and demonstrating continuous effort for personnel and systems improvement OR Serves as bench technician by diagnosing, servicing, repairing, and maintaining electronic control systems; evaluating equipment for system compatibility; maintaining records of inventory; assisting in the evaluation of new equipment; and training personnel to minimize hardware replacement costs and downtime and to promote personnel advancement.
- Serves as Standby Technician responsible for responding to all emergency calls from 911, WPD and/or Wilmington fire. Working primarily in lone capacity, evaluating and resolving traffic emergency issues after normal working hours. Also determines when additional personnel are required to perform the task in an acceptable time frame.
Education and Experience:
- Associate's degree in Applied Science of Electrical/Electronics, Electronics Engineering, and/or Instrumentation or a closely related field and three (3) years of experience installing, inspecting, maintaining, calibrating, and repairing electronic equipment and machinery for an industrial or public service agency
OR
- Associate's degree in Applied Science of Electrical/Electronics, Electronics Engineering, and/or Instrumentation or a closely related field and at least two (2) years of directly related experience maintaining Intelligent Transportation Systems.
Other Requirements:
- Class B Drivers License (CDL) Commercial Driver’s License
- International Municipal Signal Association’s Traffic Signal Field Technician Level II Certification (or equivalent) or ability to obtain after hire.
PHYSICAL DEMANDS:
Exerting 50-100 lbs. occasionally, 10-25 lbs. frequently, or up to 10-20 lbs. constantly.
WORKING CONDITIONS:
This position generally requires work outdoors.
