About This Position

The City of Monticello is currently accepting applications for a full-time DMV Clerk to work Monday-Friday plus, two (2) Saturday mornings per month. Preference will be given to applicants who possess the Deputy Registrar Title Certification.

General Statement of Duties: Performs skilled clerical work as an agent for the State in processing DMV and DNR transactions and performs related duties as required.
Supervision Received: Works under the general and technical supervision of the Deputy Registrar Manager.
Supervision Exercised: None.
ESSENTIAL RESPONSIBILITIES
  • Processes new & used motor vehicle transactions which may include title transfers, registration, plates, change of class, conversions, etc. Collects appropriate fees.
  • Processes new and used snowmobiles, all-terrain and off-highway vehicles, and watercraft for the Department of Natural Resources; issues game and fish licenses. Collects appropriate fees.
  • Answers questions, by phone and in person, related to transactions, forms, attachments, and other rules, laws, and requirements.
  • Processes applications for new and used vehicles for dealerships. Including pre-applications or straight entry.
SECONDARY RESPONSIBILITIES
  • May notarize or witness documents as needed.
  • May set up drawers in the morning and may lock up at the end of the day.
  • Performs other duties as needed or required.

INTERNAL AND EXTERNAL CONTACTS (RELATIONSHIPS)
This position interacts on a regular basis with State liaisons, DNR staff, co-workers, and the general public.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Considerable knowledge of laws, rules, regulations, procedures, and forms applicable to deputy registrar work.
  • Considerable skill in the use of a calculator and in typing with speed and accuracy.
  • Considerable ability to learn a variety of rules, regulations, and procedures and be able to adapt to frequently changing requirements.
  • Considerable ability to count and handle money and make accurate change.
  • Considerable ability to provide good customer service and to communicate effectively and tactfully with customers, state officials, City staff, and the general public.
  • Working ability to analyze problems and exceptions and to determine the appropriate procedure or resolution.
  • Working ability to read and interpret a variety of written materials and bulletins and apply guidelines and rules to specific situations.
  • Working ability to attain deputy register title certification.
  • Working ability to operate normal office equipment including computer, calculator, copy machine, etc.
WORK ENVIRONMENT
  • Duties are performed in a standard office environment.
PHYSICAL REQUIREMENTS NECESSARY TO PERFORM THE JOB
  • Sit or stand at a desk for extended periods of time and perform long hours of work at a computer.
  • Hear and speak effectively to communicate in person or by phone with city staff and the public.
  • Visual acuity to read computer screens and print documents for extended periods of time.
  • Manual dexterity to type on a keyboard and use a computer mouse. Perform manual tasks such as handwriting and searching through documents.
  • Office work may include reaching for documents and supplies, standing, or kneeling to search through cabinets, fingering to find files, grasping documents, and repetitive motions such as typing and sorting.
  • Required to lift and carry objects up to 20 pounds.


  • One (1) year of responsible customer service work involving heavy public contact and data entry on a computer.
  • Must possess or be able to obtain their Deputy Registrar Title Certification within 12 months of employment. Interview preference will be given to applicants who currently possess the required Certification.
