Program Manager

Position Summary

KeenLogic is seeking an experienced Program Manager to support a federal program at the Congressional Budget Office (CBO). The Program Manager will provide overall leadership, management, and oversight for task orders supporting CBO's Scalable Enterprise Network Technology for Resiliency (SENTRY) initiative, ensuring successful delivery of IT infrastructure, cybersecurity, cloud, service desk, and engineering services across multiple projects and workstreams.

The Program Manager will serve as the primary point of contact between CBO stakeholders and contractor personnel, overseeing project planning, resource allocation, budget management, risk mitigation, performance monitoring, and contract execution. This role will coordinate cross-functional technical teams, manage concurrent initiatives, and ensure the timely delivery of high-quality solutions that support CBO's enterprise IT modernization and cybersecurity objectives. This position combines strategic leadership, stakeholder engagement, and operational oversight to drive successful outcomes across a dynamic portfolio of mission-critical technology initiatives.

Candidates must be able to support on-site work as-needed in Washington, DC. This position supports a long-term federal contract, offering up to five years of continued work. This is a full-time position with an anticipated start date of August 15, 2026. Required Qualifications

  • U.S. Citizen and eligible for a Public Trust clearance

  • PMP or a minimum of 10 years of experience in project and program management

  • Must be able to effectively communicate specific, detailed information in written and verbal formats.

  • Must have a working understanding of Information Technology (IT) and Cybersecurity capabilities.

  • Strong verbal and written communications skills to facilitate clear and concise delivery statuses on multiple, concurrent activities.

  • Attention to detail.

  • Maintains the ability to define requirements and prepare task proposals, to include budget and schedule development.

  • Experience with project management tools.

  • Experience developing policies, procedures, and work instructions.

  • The ability to identify, assess, and mitigate potential technical and other project-related risks.

  • The ability to assess project deliverables to help ensure deliverables meet CBO requirements.

Preferred Qualifications

  • Bachelor’s degree in an IT-related field

Job Duties and Tasks

  • Serve as the primary point of contact between the Congressional Budget Office (CBO), contractor personnel, and project stakeholders.

  • Lead project planning activities, including defining project objectives, requirements, timelines, deliverables, and implementation strategies.

  • Coordinate and oversee multiple concurrent IT, cybersecurity, cloud, network engineering, and service desk initiatives supporting CBO's SENTRY program.

  • Monitor project performance, schedules, milestones, and deliverables to ensure work is completed on time, within scope, and in accordance with contract requirements.

  • Manage resource allocation and labor utilization, including forecasting labor burn rates and supporting budget planning activities.

  • Identify, assess, and mitigate project risks, issues, and dependencies while developing and implementing corrective action plans as needed.

  • Collaborate with technical teams and stakeholders to translate business requirements into actionable project plans and technical solutions.

  • Prepare and deliver status reports, project updates, and recommendations to CBO leadership and Contracting Officer Representatives (CORs).

  • Review project deliverables and documentation to ensure quality, completeness, and compliance with CBO requirements.

  • Facilitate stakeholder meetings, project reviews, and planning sessions to manage expectations and drive successful project outcomes.

  • Support contract administration activities, including task order management, staffing coordination, and performance monitoring across the program.

  • Develop and maintain project documentation, policies, procedures, and work instructions to support ongoing operations and program success.
