JVS assists employers in their search for well-qualified job applicants and their initiatives to upgrade the skills of their incumbent workforce.
MassHire Downtown Boston seeks a RESEA (Reemployment Services and Eligibility Assessment) Bilingual Career Navigator to deliver innovative, customer-focused, and technology-driven career services to job seekers through the One Stop Career Center, MassHire Downtown Boston. The Bilingual Career Navigator, in collaboration with the Career Center team, will assist job seekers from diverse backgrounds who are receiving Unemployment Insurance Benefits and must comply with program requirements to ensure the continuation of their benefits.
This staff member will also provide high quality facilitation of the Career Center Seminar and other workshops incorporating best practices in adult education and training.
This is a hybrid position that requires both onsite work at 75 Federal Street, Boston, MA, offsite work at partner locations in the Boston region, and remote work from home.
Webinar/Workshop Presentations (20%)
- Lead web-based Career Center Seminar weekly
- Co-lead educational webinars on a range of crucial job search topics such as career exploration, networking, resumes, cover letters, LinkedIn, interviewing, negotiation, and more.
- Facilitate workshops with expertise and professionalism using adult education methodologies that employ engaging facilitation techniques, whether in-person or through virtual platforms, and leverage technology to foster maximum participant interaction and learning.
RESEA Meetings/ Career Coaching (50%)
- Facilitate up to two mandatory meetings with claimants to verify program eligibility and compliance, ensuring all interactions are meticulously documented according to state and federal guidelines.
- Perform thorough reviews of client-submitted materials, providing clear, actionable feedback to resolve discrepancies and ensure adherence to reemployment standards.
- Conduct individualized coaching sessions for clients with diverse backgrounds.
- Advise clients on all aspects of the job search process including career exploration, networking, resumes, cover letters, LinkedIn, interviewing, negotiation, and more.
- Assist clients in navigating and overcoming employment barriers.
- Empower clients to articulate their unique skills and value propositions.
- Equip clients with the knowledge and resources to effectively stand out to potential employers.
- Accurately identify clients’ needs and direct them to the appropriate resources.
Customer Service and Rapport Building (30%)
- Respond to all incoming calls and voicemails, answer RESEA customers’ inquiries about process status and provide guidance on program completion.
- Assist RESEA clients in-person at our Resource Center by answering their inquiries about the program, providing guidance on program completion.
- Maintain accurate, detailed notes and records in the Massachusetts One-Stop Employment System (MOSES) database and internal Excel Spreadsheets after each appointment to track progress and outcomes.
- Understand the intricacies of the RESEA program requirements and its connection with the Department of Unemployment Assistance
Relationship-Building, Collaboration, and Teamwork
- Foster strong relationships with clients, team members, employers, training providers, and community-based organizations while maintaining these relationships over time.
- Actively promotes the mission and philosophy of JVS/MassHire, both within the agency and in the community, and collaborates with partner agencies to integrate career services into their programs.
- Perform general administrative tasks and special projects as requested by management to support daily Career Center operations and overall efficiency of the Career Center.
Accountability and Results Focused
- Maintain a high level of productivity and professional focus while managing a demanding schedule of back-to-back client appointments throughout the workday.
- Through the support of the Employer Engagement team, learn and apply knowledge of local and national labor market trends to assist job seekers with identifying career opportunities.
- Participate in meetings / planning sessions with JVS MassHire staff to monitor services and implement strategies to improve performance and service delivery.
- Establish, track, and meet program dashboard indicators using MOSES platform.
- Serve and refer customers in accordance with the requirements of One-Stop Career Centers and ensure services are based on individual customer goals.
- Work effectively with staff to ensure appropriate referrals to services and employment opportunities.
- Attend and actively contribute to staff meetings and team initiatives.
Administrative/Communications
- Understand and implement policies and best practices contained in the Massachusetts One-Stop Career Center Charter.
- Demonstrate a professional demeanor with strong customer service skills.
- Communicate effectively, both verbally and in written form with compassion and professionalism.
- Exercise discretion in handling confidential information.
- Participate in meetings, in-service training, team-based projects and committees.
- Communicate regularly with the Supervisor to ensure smooth delivery of community relations services
- Perform other duties as assigned
- Bilingual is required. Preferably one or more of these languages: Haitian Creole, Vietnamese, French, Italian, Portuguese, Arabic, or Russian.
- Associate’s degree plus two years of hands-on experience and/or training in areas such as career counseling, case management, recruitment, education, coaching, or counseling; alternatively, a comparable blend of education, training, and practical experience.
- Advanced computer and technology competency required. Previous experience with Microsoft Office Suite, Outlook, SharePoint, Teams, and Zoom required.
- Excellent organizational and communication (written and verbal) skills.
- Exceptional interpersonal and relationship-building skills to effectively engage with diverse individuals (including staff, clients, and stakeholders).
- Demonstrated ability to work with individuals from culturally and linguistically diverse backgrounds.
- Teaching or public speaking skills/experience preferred.

- May be requested to work outside of scheduled hours as defined by the needs of the department.
- Some travel by public transportation as necessary.
