Job Summary
The Project Manager/Site Superintendent is responsible for overseeing the day-to-day operations, maintenance, and repair of federal facilities while ensuring safe, efficient, and uninterrupted building performance. This position provides leadership and supervision for multi-trade maintenance teams supporting HVAC, mechanical, electrical, plumbing, building automation, and life safety systems. The Project Manager/Site Superintendent serves as the primary point of contact for facility operations, coordinating maintenance activities, managing work orders, ensuring compliance with contract requirements, and maintaining effective communication with government representatives and facility stakeholders.
Key Responsibilities
- Serve as the primary point of contact for the Government Contracting Officer's Representative (COR) for all contract performance, operational, and maintenance matters.
- Oversee and manage all routine, preventive, predictive, and corrective maintenance activities across the facility campus.
- Supervise and coordinate multi-trade maintenance personnel and subcontractors supporting HVAC, mechanical, electrical, plumbing, life safety, and building systems.
- Manage the Computerized Maintenance Management System (CMMS/NCMMS), ensuring all work orders, preventive maintenance schedules, service requests, and asset records are accurately tracked and maintained.
- Ensure contract compliance by monitoring performance metrics, work quality, response times, and service delivery requirements.
- Lead weekly status meetings with the COR and submit required monthly reports, performance updates, and operational documentation.
- Maintain continuous on-site supervision during designated operating hours and ensure adequate staffing to support contract requirements.
- Respond to emergency service calls and facility incidents, coordinate corrective actions, and submit required incident reports within established timelines.
- Interpret engineering drawings, specifications, technical manuals, and scopes of work to support maintenance and repair activities.
- Plan, schedule, and prioritize maintenance work to minimize disruptions to mission-critical operations.
- Develop and maintain effective working relationships with government personnel, facility occupants, laboratory staff, and other stakeholders.
- Enforce all site-specific safety programs and ensure compliance with OSHA, EPA, and contract safety requirements, including: Lockout/Tagout (LOTO)
- 10 years of direct supervisory experience managing facilities maintenance.
- At least 10 of those years as a senior licensed electrician.
- Demonstrated English language proficiency (reading, writing, oral communication).
- Knowledge and experience with HVAC, digital data control systems, chemical fume hoods, and specialized air exhaust systems/scientific equipment.
