This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Digital Learning Systems & Accessibility Manager based in the United States.
This role provides strategic and technical leadership for digital learning systems supporting large-scale professional learning and technical assistance initiatives.
You will guide the development, implementation, governance, and continuous improvement of digital learning solutions across multiple projects and stakeholders.
The position combines expertise in instructional design, adult learning, learning management systems, accessibility, and emerging learning technologies.
You will serve as a senior advisor to project leaders, clients, instructional designers, technical teams, and external partners throughout the full project lifecycle.
The role has a strong focus on creating engaging, scalable, accessible, and evidence-based learning experiences.
You will also establish standards, strengthen quality assurance, improve data integrity, and mentor teams to build organizational capability.

- Serve as a senior subject matter expert and strategic advisor for digital learning, eLearning development, learning management systems, instructional design, adult learning, accessibility, and learning technologies across multiple projects and client engagements.
- Establish, implement, and continuously improve standards, frameworks, templates, best practices, and quality assurance processes for digital learning and learning systems.
- Provide strategic consultation throughout the project lifecycle, from initiation and planning through implementation, continuous improvement, and closeout.
- Lead strategic design and quality reviews, evaluating instructional effectiveness, learner experience, accessibility, technical implementation, and alignment with project objectives.
- Lead the strategy, design, development, testing, deployment, maintenance, and continuous improvement of interactive digital learning solutions using Articulate Storyline and comparable authoring platforms.
- Translate complex technical content and stakeholder requirements into engaging, scalable, evidence-based learning experiences.
- Develop digital learning strategies, implementation roadmaps, and instructional design frameworks incorporating adult learning, accessibility, learner engagement, evaluation, and technology solutions.
- Serve as the lead subject matter expert for learning management systems, overseeing administration, online learning environments, learner tracking, reporting, digital credentials, and technology integrations.
- Direct LMS configurations and learning technologies, including course environments, SCORM/xAPI integrations, reporting, certificates, digital credentials, and related workflows.
- Monitor system performance, learner analytics, emerging technologies, and user feedback to identify opportunities for innovation and improved learner experiences.
- Lead accessibility practices based on WCAG, Section 508, and universal design principles, conducting reviews and guiding remediation throughout the development lifecycle.
- Partner with project teams, clients, vendors, accessibility reviewers, and technology partners to resolve complex accessibility and implementation challenges.
- Oversee learner data quality, tracking, reporting, system workflows, and data integrity to support contractual requirements, program evaluation, and informed decision-making.
- Analyze and resolve complex technical, reporting, data, accessibility, and user-experience issues, recommending sustainable improvements.
- Evaluate emerging technologies and platform capabilities and recommend enhancements that improve the quality, scalability, and effectiveness of digital learning solutions.
- Lead cross-functional collaboration, facilitate stakeholder alignment, and mentor staff in digital learning development, instructional design, learning technologies, accessibility, and quality practices.
- Conduct project closeout reviews, document lessons learned, and develop reusable resources that strengthen future digital learning initiatives.
- 8–10+ years of progressively responsible experience in digital learning, instructional design, learning technologies, learning management systems, accessibility, professional learning, technical assistance, or a related field.
- Advanced expertise designing, developing, implementing, and maintaining interactive digital learning solutions using Articulate Storyline, Canvas, or comparable platforms.
- Advanced experience administering and supporting learning management systems and related learning technologies.
- Advanced knowledge of instructional design, adult learning principles, and digital accessibility standards, including WCAG and Section 508.
- Demonstrated experience leading complex digital learning initiatives and managing multiple concurrent projects with competing priorities, resources, timelines, and stakeholder needs.
- Experience providing senior-level consultation on digital learning technologies, instructional design, accessibility, learning systems, and implementation strategies.
- Experience with LMS reporting, learner analytics, SCORM/xAPI, digital credentialing, and data quality practices is preferred.
- Experience developing best practices, quality assurance processes, reusable tools, and frameworks for digital learning and learning technologies.
- Experience mentoring staff and providing technical leadership across cross-functional teams.
- Experience supporting large-scale professional learning and technical assistance initiatives is preferred.
- Experience working with education, public-sector, workforce development, or state-funded initiatives is an advantage.
- Strong analytical, problem-solving, project management, communication, collaboration, and stakeholder-management skills.
- Ability to communicate complex technical and instructional concepts clearly to both technical and non-technical audiences.
- Strong ability to prioritize competing demands, resolve complex challenges, and make sound decisions independently.
- Ability to work effectively with clients, project leaders, instructional designers, vendors, technical teams, and external stakeholders.
- Candidates must be authorized to work in the United States; visa sponsorship is not available for this position.
- Successful candidates must be able to complete required background and education verification checks.
- Salary range of $122,400–$191,300, with a typical hiring range of $122,400–$153,000.
