Job Description

POSITION SUMMARY:
The District of Columbia Hospital Association works to advance the missions of the hospitals and health systems of the District of Columbia by promoting policies and initiatives that strengthen the system of care, preserve access and promote better health outcomes for the patients and communities they serve. The role of the Patient Safety and Quality Initiatives Assistant Director is to facilitate the collaborative safety, quality and related initiatives of the member hospitals in conjunction with associate members, community partners and appropriate healthcare leaders in order to improve patient safety, quality of care and health outcomes. The Assistant Director may provide direct supervision and leadership to managers, coordinators, and other staff assigned to support patient safety, quality improvement, and related initiatives. The Patient Safety and Quality Initiatives Assistant Director will also work closely with colleagues including those in analytics, communications, and legislative affairs roles to support use of analytics in initiatives and elevate the safety and quality profile of DCHA members.

The Assistant Director will achieve success by:
Building and maintain productive relationships with hospital quality, safety, operational, and clinical leaders to advance grant-funded initiatives and DCHA priorities.

Coordinating patient safety and quality improvement collaboratives, learning networks, and grant activities, including planning, facilitation, documentation, reporting, and follow-up.

Monitor project performance, identify implementation risks and barriers, and partner with hospitals and stakeholders to resolve issues and achieve program goals.
Collaborate with the Association’s quality, data analytics, legislative affairs, communications, community investment, and finance teams to coordinate initiatives and advance departmental priorities.

Demonstrating initiative and a sense of ownership on Association-wide projects as a member of a small team where “it’s not my job” is not an option.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Grant and Program Management
Coordinate day-to-day implementation of assigned grant-funded patient safety and quality initiatives under the direction of the Senior Director.

Manage and coordinate a diverse range of patient safety, quality improvement, population health, and other related initiatives across the continuum of care.

Develop and maintain project plans, workplans, timelines, deliverable trackers, and support documentation for assigned grants and programs.

Monitor progress toward grant goals, milestones, performance measures, reporting
requirements, and contractual commitments; elevate risks and recommend corrective actions.

Coordinate required programmatic reports and supporting materials for funders, leadership, and other stakeholders.

Support subgrantee and contractor administration, including scopes of work, agreements, invoices, deliverables, communications, and follow-up.

Assist with development of grant applications, continuation requests, narratives, and sustainability plans.

Patient Safety, Quality & Performance Improvement
Support the implementation and evaluation of patient safety, quality improvement, population health, health equity, safety culture, and high-reliability initiatives using evidence-based improvement methodologies.

Partner with hospital members and stakeholders to identify performance gaps, implementation challenges, and opportunities to improve patient outcomes and system performance.

Collaborate with data analytics colleagues to collect, analyze, and summarize program data to monitor progress, measure outcomes, and support informed decision-making.

Collaborate with data analytics colleagues to develop, maintain, and interpret performance measures, dashboards, reports, and presentations to communicate results, lessons learned, and areas for improvement.

Stay informed on emerging patient safety, quality, and regulatory priorities and support participating organizations in implementing and sustaining effective practices.

Technical Assistance/Liaison
Serve as a responsive liaison among member hospitals, funders, subgrantees, community partners, consultants, and other stakeholders for assigned initiatives.
Support collaborative initiatives that address patient safety, healthcare quality, population health, community health priorities, and health equity.

Plan and facilitate workgroups, learning sessions, trainings, and committee meetings,
including agendas, materials, logistics, minutes, action items, and follow-up.

Provide or coordinate technical assistance and education that supports implementation of grant activities and member patient safety and quality priorities.

Develop clear written communications, program updates, presentations, tools, and resources for varied audiences independently and in conjunction with communications colleagues as applicable for purpose and audience.

QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily and independently. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education/Experience:
Bachelor’s Degree in Public Health, Public Administration, Healthcare Quality, Nursing, or related field. A minimum of five years of progressively responsible experience in healthcare, public health, patient safety, quality improvement, program management, or a related field. Master’s degree preferred.

Experience supervising and developing staff preferred.

Certified Professional in Healthcare Quality preferred.

Experience coordinating grant-funded initiatives, including workplans, deliverables, reporting, budgets, or subrecipient activities strongly preferred.

Skills & Abilities:
Understanding of healthcare delivery, hospital operations, patient safety, and quality
improvement principles.

Strong project management and organizational skills, with the ability to manage multiple priorities and deadlines.

Knowledge of population health, health equity, community health, and/or improvement initiatives addressing priority populations and outcomes across the continuum of care.

Ability to interpret grant requirements and translate them into practical workplans, tracking systems, and stakeholder actions.

Ability to monitor budgets and program performance in collaboration with finance, analytics, and program colleagues.

Excellent written, verbal, facilitation, and interpersonal communication skills.
Ability to build effective relationships with executives, clinicians, quality leaders, community partners, funders, and other stakeholders.

Sound judgment, attention to detail, problem-solving ability, and a strong sense of personal and professional integrity.

Ability to work both independently and collaboratively, take initiative, and adapt to changing priorities.

Computer Skills:
Proficiency with Microsoft Office Suite including Outlook, Word, Excel and PowerPoint required.
Proficiency with email.
Basic knowledge of software systems that support quality and patient safety initiatives and basic analytics.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:
The physical demands and work environment described below represent the activities and surroundings of the positions. The work is typically performed in an office environment, with a moderate noise level. The position requires working in an office environment with the usual office equipment, including copiers and computers as well as time in the field to promote engagement with the members and other stakeholders. The employee is frequently required to talk and hear on the telephone and in person with individuals and groups. The incumbent may carry materials/equipment weighing up to 25 lbs. on occasion. The incumbent is required to read and respond to documents in hard copy and electronic form. The position requires occasional travel to member facilities and meetings requiring
transportation.
