Description: CalAIM & Grant Compliance Manager

Organization: Tracy Community Connections Center
Location: 95 W 11th St. Suite 206 Tracy, CA 95376
Reports To: Executive Director

Status: Full-Time, Exempt

Position Summary

The CalAIM & Grant Compliance Manager is responsible for overseeing all CalAIM billing operations, grant compliance activities, contract reporting, and audit coordination for Tracy Community Connections Center. This position ensures accurate and timely reimbursement for services, maintains compliance with county, state, federal, and private funding requirements, and supports organizational accountability through strong documentation, reporting, and internal controls.

The ideal candidate is highly organized, detail-oriented, experienced in nonprofit compliance and billing systems, and able to manage multiple deadlines across complex funding streams.

Key ResponsibilitiesCalAIM Billing & Revenue Management
  • Oversee all CalAIM billing processes, including Transitional Rent, and the Housing Trio of Community Supports, and any other related Medi-Cal reimbursement programs.
  • Ensure timely and accurate submission of claims, invoices, and supporting documentation.
  • Monitor billing performance, reimbursement trends, denials, and outstanding receivables.
  • Work closely with program staff to ensure documentation meets payer and compliance standards.
  • Coordinate corrections, appeals, and resubmissions for denied or incomplete claims.
  • Maintain current knowledge of DHCS, managed care plan, and county billing requirements and updates.
  • Develop and maintain billing and reporting procedures, workflows, and internal controls.
Grant Compliance & Reporting
  • Manage compliance requirements for government, foundation, and private grants and contracts.
  • Track grant deliverables, reporting deadlines, budgets, outcomes, and contract requirements.
  • Prepare and submit accurate programmatic and financial reports to funders.
  • Ensure expenditures align with grant restrictions, approved budgets, and allowable cost principles.
  • Collaborate with finance and program teams to monitor grant spending and contract performance.
  • Maintain organized grant files and documentation for all active and closed awards.
  • Assist leadership with grant renewals, contract modifications, and monitoring visits.
MCP and Grant Audit & Monitoring Coordination
  • Serve as the primary internal coordinator for audits, site reviews, and compliance monitoring.
  • Prepare documentation and supporting materials for annual MCP audits and funder reviews.
  • Coordinate responses to audit findings, corrective action plans, and compliance inquiries.
  • Conduct internal compliance reviews to identify risks and strengthen accountability systems.
  • Ensure organizational readiness for county, state, federal, and private funder monitoring.
Data Management & Quality Assurance
  • Maintain accurate compliance records, billing documentation, and reporting systems.
  • Analyze service and billing data to identify trends, risks, and opportunities for improvement.
  • Support implementation and optimization of databases, EHR systems, and reporting tools.
  • Develop and/or maintain dashboards and tracking systems for compliance metrics and reporting deadlines.
  • Ensure confidentiality and security of client and financial information.
Cross-Department Collaboration
  • Partner with finance, programs, leadership, and external partners to ensure operational compliance.
  • Train staff on documentation standards, grant requirements, and billing procedures.
  • Participate in strategic planning related to CalAIM expansion and funding diversification.
  • Support organizational growth by improving systems, workflows, and compliance infrastructure.

Requirements: Qualifications
  • Bachelor’s degree in Business Administration, Public Administration, Accounting, Healthcare Administration, Social Services, or related field preferred.
  • Minimum 3–5 years of experience in nonprofit compliance, grant management, healthcare billing, or government contract administration.
  • Experience with CalAIM, Medi-Cal billing, managed care plans, or healthcare reimbursement strongly preferred.
  • Knowledge of nonprofit grant compliance, audits, and government funding requirements.
  • Strong financial tracking and reporting skills.
  • Experience using QuickBooks, EHR systems, Excel, and database/reporting platforms.
  • Excellent organizational, analytical, and problem-solving abilities.
  • Strong written and verbal communication skills.
  • Ability to manage multiple priorities and deadlines with a high level of accuracy.

Preferred Qualifications
  • Experience working with homeless services, housing programs, behavioral health, or community-based nonprofits.
  • Familiarity with HUD, HHAP, ESG, CoC, or county-funded programs.
  • Experience coordinating external audits or compliance reviews.
  • Knowledge of nonprofit fiscal management and internal controls.
