Provide managerial and technical environmental support to Rocky Mountain Power and Pacific Power Transmission and Distribution operations. Manage compliance with applicable environmental policies, procedures, rules and regulations for power line construction and operations. Support mandated environmental programs and activities.
- Manage Rocky Mountain Power and Pacific Power environmental ‘lands’ team, supporting environmental permitting, compliance, and oversight of transmission, distribution, and substation construction and operations.
- Work directly with Transmission and Distribution (T&D) operations group to ensure compliance with company environmental policies, procedures, permits and regulations.
- Communicate regularly with T&D Operations, environmental team, other internal groups, and contractors.
- Coordinate with environmental leadership team on implementation, procedures, and compliance requirements.
- Review, understand, and implement environmental permit conditions, and associated company procedures.
- Provide the necessary leadership and support to ensure that all Federal and State permits are in place and complied with.
- Oversee environmental work of company employees and contractors. Ensure work is done accurately, safely, on schedule, on budget, and in compliance with company and regulatory requirements.
- Assist with preparation of Scope of Work documents necessary to obtain contractor work. Assist with invoicing, budget forecasting, and budget reporting.
- Participate in team, public or regulatory agency meetings.
- Work with federal agencies, particularly BLM and U.S. Forest Service, other federal land management agencies, Tribes, state and local natural resource and land management agencies, non-government organizations, private landowners, and other stakeholders as it pertains to T&D Operations activities.
- Support environmental permitting and compliance for wildfire system hardening activities.
- Work internally and with U.S. Forest Service and BLM on development of Operations and Maintenance Plans for power line rights-of-way.
- Oversee team of environmental specialists of different disciplines in different office locations. Provide guidance and mentoring to employees.
- Provide internal weekly, monthly, and other reporting as required.
- Bachelor’s degree in Environmental Science, Natural Resource Management, or other applicable fields or an equivalent combination of education and experience.
- A minimum of 7years of experience in the environmental/natural resources field, preferably related to energy generation and federal agency permitting.
- 7 to 10+ years experience directly related to environmental regulation.
- 3+ years direct people management experience.
- Demonstrated leadership in dealings with Federal and state agencies.
- Knowledge of applicable federal, state, and local governmental environmental laws and regulations related to natural resources, cultural resources, wetlands, biological resources, etc., including NEPA.
- Experience in energy projects, including transmission line and substation projects, muti-state transmission line projects and other relevant energy projects.
- Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications to gather, analyze, and present information.
- Excellent communication and interpersonal skills to communicate expectations, provide feedback, work collaboratively with other departments, and consult with internal and external customers regarding matters which may be sensitive in nature.
- Ability to work with all levels of an organization including people with different styles and backgrounds and ability to work as a member of a team.
- Ability to prioritize workload under pressure.
- Ability to travel as needed for project site visits, internal trainings, audits, and meetings.
- Ability to work safely in remote conditions.
- Must be flexible and available in responding to after-hour emergencies.
- Commitment and dedication to manage projects or assignments through completion.
- Leadership and teamwork skills to develop and promote cooperative working relationships within their crew, contractors and among departments.
- Ability to make timely decisions.
- Ability to effectively present information and respond to questions from company leadership.
- Five or more years of supervisory experience.
- A demonstrated knowledge of the National Environmental Policy Act (NEPA).
- Communication and interpersonal skills including the ability to consult with internal and external stakeholders.
- Experience working with regulated utilities.
- Relevant experience in the states of Utah, Idaho, Wyoming, Oregon, California, and Washington.
- Project management skills including project leadership, task identification, scheduling, and cost/expenditure identification.
- Detailed understanding of regulations and impacts for environmental compliance, with emphasis on transmission planning and mitigation measures, permitting and environmental protection of lands.
