Position Summary:
MSPS is looking to hire a Health Care Architectural / Health Care Construction Management Support professional. This position provides architectural, construction management, design review, and technical oversight support for Defense Health Agency (DHA) Facilities Enterprise healthcare facility projects. The selected candidate will support Military Construction (MILCON), Unspecified Minor Military Construction (UMMC), healthcare modernization, and special project initiatives throughout planning, design, construction, commissioning, activation, and post-occupancy phases. This position works closely with DHA leadership, NAVFAC, USACE, architects, engineers, contractors, healthcare staff, and facility stakeholders to ensure healthcare facilities are delivered in accordance with project requirements, healthcare design standards, and operational objectives. This position is contingent upon contract award.
Duties/Responsibilities:
- Provide architectural and construction management support throughout the project lifecycle.
- Review healthcare facility design documents, drawings, specifications, and construction submittals for compliance with project requirements and design intent.
- Evaluate Requests for Information (RFIs), Engineering Change Proposals (ECPs), commissioning documents, and contractor submissions.
- Support planning, design, construction, commissioning, activation, and occupancy readiness efforts.
- Monitor construction progress and identify issues affecting project quality, schedule, budget, or operational functionality.
- Participate in design reviews, construction meetings, Red Zone meetings, commissioning activities, punch list inspections, and turnover processes.
- Assist DHA project leadership with technical evaluations and recommendations regarding healthcare facility design and construction activities.
- Coordinate with architects, engineers, contractors, NAVFAC, USACE, and facility stakeholders to facilitate issue resolution.
- Review construction changes for impacts to maintainability, life safety, code compliance, operational workflows, and total building commissioning objectives.
- Support development and maintenance of project schedules, reports, briefings, and tracking tools.
- Assist with post-occupancy evaluations and facility sustainment planning.
- Maintain project records and documentation in accordance with contract requirements.
- Frequent collaboration with Government personnel, architects, engineers, contractors, and healthcare stakeholders.
- Regular travel to military treatment facilities, project sites, and active construction environments.
- Conduct construction site inspections and facility walkthroughs.
- Review technical drawings, specifications, schedules, and reports.
- Sufficient to review technical and architectural documentation.
- Other duties as assigned.
Minimum Requirements:
Education and Industry Experience
- Bachelor's degree in Architecture, Construction Management, Engineering, or related field preferred.
- Architect or Construction Manager with a minimum of five (5) years of healthcare project experience.
- Minimum one (1) year supporting NAVFAC and/or USACE medical facility projects.
- Experience supporting hospitals, clinics, medical education facilities, laboratories, or healthcare campuses.
- Experience supporting, planning, design, construction, commissioning, and activation activities.
Knowledge, Skills, and Abilities:
- Knowledge of healthcare facility design, construction management, and commissioning principles.
- Working knowledge of healthcare facility planning and operational requirements.
- Familiarity with Department of Defense medical facility design criteria and standards.
- Knowledge of UFC requirements, NFPA standards, OSHA regulations, ADA/ABA requirements, and Joint Commission expectations.
- Ability to review and interpret architectural and engineering drawings, specifications, submittals, RFIs, and technical reports.
- Understanding of Total Building Commissioning (TBCx) principles and healthcare facility turnover requirements.
- Strong analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication abilities.
- Ability to coordinate effectively with multidisciplinary project teams.
- Proficiency with Microsoft Office Suite including Word, Excel, PowerPoint, Outlook, and Project.
- Experience with AutoCAD, Bluebeam, or similar construction and design software preferred.
Certifications/Licenses/Other:
- Registered Architect (RA) preferred.
- Certified Construction Manager (CCM) preferred.
- Project Management Professional (PMP) certification preferred.
- OSHA 30-Hour certification preferred.
- Must be eligible to obtain and maintain any required credentials, clearances, licenses, or authorizations associated with the worksite or contract.
Work Environment:
- Primarily office-based within DHA Facilities Enterprise offices located in Falls Church, Virginia.
Physical Demands:
- Prolonged periods of sitting and computer use.
- Ability to lift and carry up to 25 pounds occasionally.
