This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for an ANR - Requirements Manager based in the United States.
This is an excellent opportunity for a detail-oriented and collaborative professional to play a key role in shaping software development outcomes for mission-critical government programs. In this role, you will ensure that user and stakeholder requirements are accurately captured, clearly documented, and effectively communicated throughout the full development lifecycle. Working in a dynamic Agile environment, you will act as the primary bridge between users, technical teams, and program stakeholders to ensure alignment and delivery quality. The position offers exposure to federal systems, secure environments, and complex integration efforts requiring precision and strong coordination skills. - Serve as the primary point of contact for user communities, facilitating requirements gathering sessions, stakeholder discussions, and technical interchange meetings.
- Translate user needs into clear, actionable requirements, including user stories, acceptance criteria, and backlog items for development teams.
- Manage and maintain the requirements lifecycle, including Baseline Change Requests (BCRs), Discrepancy Reports (DRs), and Software Problem Reports (SPRs).
- Facilitate Agile ceremonies, ensuring alignment on priorities, clarifying requirements, and supporting sprint planning and review activities.
- Maintain and prioritize a structured product backlog with well-defined requirements and traceable acceptance criteria.
- Act as liaison between development teams, product stakeholders, and end users to ensure continuous alignment on scope, expectations, and delivery.
- Support integration, system testing, and user acceptance testing activities to validate requirements and ensure successful deployments.
- Oversee user intake processes through help desk channels, translating requests into actionable development tasks.
- Prepare and submit Contract Data Requirements Lists (CDRLs) and support deployment documentation as required.
- Participate in occasional on-site activities to support testing, validation, documentation uploads, and stakeholder engagement.
- Ensure continuous communication of product status, roadmap updates, and development progress across stakeholder groups.
Requirements
- U.S. Citizenship required.
- Active Department of Defense (DoD) Secret Clearance required or ability to maintain it.
- Bachelor’s degree in a related field such as Computer Science, Information Systems, Engineering, or equivalent experience.
- Ability to obtain and maintain a U.S. government Common Access Card (CAC).
- Ability to obtain SIPRNet access and travel to secure facilities as required.
- 7+ years of experience in requirements management, Agile environments, software development support, or related technical roles.
- Strong proficiency with Jira or similar Agile project tracking tools.
- Experience facilitating Agile ceremonies and working within Scrum or Agile development frameworks.
- Strong analytical and problem-solving abilities with high attention to detail.
- Excellent written and verbal communication skills with proven stakeholder engagement experience.
- Strong organizational and multitasking skills with the ability to manage competing priorities in fast-paced environments.
- Experience supporting DoD or federal government programs is highly preferred.
- Familiarity with IGEMS, MICT, or similar systems is a plus.
- Scrum Product Owner certification or equivalent Agile certifications are considered an advantage.
- Ability to collaborate effectively across technical and non-technical teams in a mission-driven environment.
