Position Summary:

This is one field-based, dual-hatted position combining the duties of Project Superintendent and Quality Control Manager for TCS’s execution of the CBP Critical Repairs, Multiple Land Ports of Entry contract, it is a single hire, not two separate positions. The Superintendent / QC Manager reports to the Project Manager and is responsible for field readiness, sequencing, and coordination of TCS direct-hire craft resources and subcontractor site leads/foremen at each of 21 dispersed site work packages across Minnesota, Montana, North Dakota, New Mexico, Texas, Washington, and Vermont, together with independent verification of workmanship, hold points, testing, deficiency closure, and turnover for both TCS self-performed and subcontracted work. This is a field-oriented role requiring near-continuous travel between active sites rather than a primarily office-based assignment.

Essential Duties/Responsibilities

    Coordinating field readiness, sequencing, and daily site logistics at the active work site, including access, staging, and interface with active CBP Land Port of Entry operations.Providing field direction to assigned TCS direct-hire craft resources and coordinating subcontractor site leads/foremen; TCS direct-work resources and subcontractors retain their own crew supervision and production self-checks, while this position retains work-release, integration, and turnover authority.Confirming site access, qualified personnel, approved materials/equipment, and hazard controls are in place before any task is released to mobilization; holding work that is not ready.Providing field input to the Project Manager’s integrated schedule and rolling six-week look-ahead, including travel, coverage, and site-priority conflicts.Coordinating site protection and activity-specific hazard controls (traffic/maintenance of traffic, excavation, lifting, fire-protection impairment, physical access control system cutover, and hazardous-material/demolition controls) before releasing work.Traveling extensively and near-continuously among active sites across the assigned Areas of Responsibility; this position is TCS’s single field-based presence responsible for physical site coverage.Contributing to the development of proposal technical approaches and cost estimations related to Quality Program implementation.Crafting comprehensive Quality Control Project Plans encompassing Definable Features of Work, inspection criteria, and testing strategies, along with the creation of pertinent field documentation.Upholding compliance with Submittal regulations, including maintaining meticulous logs, overseeing review/approval processes, and assessing technical submittals as required based on specialized knowledge.Assisting the project team in generating Requests for Information (RFIs) as needed.Enforcing a 3-phase (Preparatory, Initial, and Follow-up) Quality Control process in the field, plus a completion/turnover verification stage, before work is released for Government acceptance.Independently verifying workmanship, hold points, tests, and inspection evidence for both TCS self-performed and subcontracted work; QC verification is separate from performer self-checks.Documenting field quality discrepancies and managing them through a Deficiency Log until resolution.Establishing and guiding a team of subject matter experts to implement tailored QC programs effectively.Collaborating with the field team to comprehend the timing and rationale behind quality inspection and testing "hold points," and strategizing for their successful execution.Compiling targeted Daily Quality Control Reports, minutes of Preparatory and Initial Phase meetings, and deficiency reports, emphasizing inspected and tested work features and their outcomes rather than field productivity.Providing updates on the status of quality program implementation and field progress directly to the Project Manager, with copies to the Program Quality Control Manager as applicable.Drawing upon experience and expertise to assist the project team in resolving outstanding quality issues, offering troubleshooting and problem-solving support as necessary across all projects.Verifying scope, tests, restoration, warranties, and closeout records before turnover and submission of the Government acceptance package.Demonstrating a proven history of meeting production, quality, and customer service benchmarks within the dynamic realm of construction.Performs other related duties as assigned.

Experience and Education Requirements:

    7 years of experience in a Superintendent, Quality Control Manager, or combined Superintendent/Quality Control Manager role, and completed at least two similar projects.Completed construction projects of magnitudes greater than $15m; preferred experience working on GSA, DHS, and/or CBP projects.One similar project must have the construction successfully completed or has reached substantial completion within the past ten (10) yearsBachelor’s Degree in Engineering, Architecture, or Construction Management dependent on project requirements.
    Valid Driver's License required for position.Prior experience serving in a combined superintendent/QC or other dual field-management role on a federal construction contract preferred.

    Exceptional written and verbal communication capabilities.Detail-oriented approach to problem-solving.Direct involvement with Federal clients and established rapport with them.Proficiency in gathering, analyzing, and logically reasoning through data, culminating in appropriate recommendations.Capacity to manage multiple projects and tasks concurrently, adeptly prioritizing and organizing workload while thriving in high-pressure, fast-paced environments.Flexibility and adaptability to navigate constant changes.Willingness to work flexible hours as necessary to meet project deadlines.Strong interpersonal skills for effective collaboration with both staff and clients.Advanced skills in Excel and Word applications.Ability to execute tasks safely and responsibly.Possession of OSHA 30 certification is required.Extensive, near-continuous travel is a core requirement of this position, including extended stays away from home base as project sites require.
    Demonstrated ability to serve as the sole field-based point of authority for both site supervision and quality verification on a project.Willingness to be assigned to whichever active site requires coverage.
    Proficiency in spoken and written English with clear comprehension.Extensive background across diverse civil, vertical construction, demolition, and environmental remediation projects preferred.Proficiency in revising corporate quality plans and crafting project-specific quality control inspection/testing plans and field documentation across various project types preferred.Proven ability in mentoring field quality technicians showcased through a track record of success preferred.Demonstrated competence in interpreting plans and specifications.
Supervisory Responsibility: Provides field-level work direction to assigned TCS direct-hire craft resources and coordinates subcontractor site leads/foremen; does not have formal HR supervisory authority over subcontractor employees, who remain under their own employer's direct supervision.

Conditions of Employment:

    Must be able to pass a drug screen and financial background check.
    Must be able to obtain and maintain any facility access or badging required by U.S. Customs and Border Protection (CBP) to work at active Land Port of Entry sites.

Pay: Negotiable

Location: Field-based. This position travels to and works from whichever CBP project site is active in Minnesota, Montana, North Dakota, New Mexico, Texas, Washington, or Vermont; home-base.

Travel: Extensive / near-continuous (estimated 75-85%). This is a field-based assignment, not a fixed-location, primarily-office role.

Position Type and Expected Hours of Work: This is a full-time position, Monday through Friday. Occasional evening and weekend work may be required as job duties demand.
