Overview
Direct the strategic functional vision, governance, and long-term planning for enrollment compliance across Global Enrollment Management and Student Success (GEMSS). Serve as the Universitys primary subject matter authority on federal and state regulations (e.g., Title IV, FERPA, Foreign Gift Reporting) impacting enrollment, financial aid, admissions, registrar, institutional research, and student success initiatives. Provide strategic leadership to resolve complex, multi-dimensional regulatory challenges across functional boundaries. The role owns multi-year strategic compliance planning, continuously evolves departmental KPIs to navigate evolving regulatory landscapes, allocates staffing and departmental resources, and manages executive-level stakeholders. Serving as a key liaison to the Office of Ethics and Compliance and Office of General Counsel, foster a culture of compliance, de-escalate organizational tension with transparent leadership, and safeguard institutional integrity and revenue continuity for over 50,000 students.
Responsibilities
Required Education:
Master's Degree in Higher Education Administration, MBA, MPA, or a related field.
Preferred Education:
Juris Doctorate (J.D.) or PhD in Higher Ed or Policy, MBA with emphasis in higher education/Title IV, coupled with 7-10 years relevant experience with increasing responsibility
Required Experience:
7+ years Progressive leadership and management experience in higher education compliance, Title IV regulatory oversight, or legal counsel within higher education/Department of Education environments.
Preferred Experience:
10+ years Prior work in similar compliance and/or leadership position with a focus on Title IV compliance and success; or 10 or more years of progressive experience providing legal counsel in higher education setting with emphasis on Title IV requirements; Department of Education leadership role, or auditor with significant Title IV expertise.
Required Skills, Knowledge and Abilities:
Expert-level mastery of Title IV, FERPA, and higher education regulatory frameworks. Demonstrated track record of multi-year strategic planning, policy creation, and cross-functional leadership in complex institutional environments. Executive-level communication, public speaking, and stakeholder management skills.
Preferred Skills, Knowledge and Abilities:
Prior experience in providing formal legal assistance to Universities or integral experience with program reviews/audits, Dept of Education policy development.
Qualifications
In compliance with NYC's Pay Transparency Act, the annual base salary range for this position is USD $175,000.00 to USD $215,000.00. New York University considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/training, key skills, internal peer equity, as well as, market and organizational considerations when extending an offer. This pay range represents base pay only and excludes any additional items such as incentives, bonuses, clinical compensation, or other items.
