Job Description
The Department
The Community Development Department plays a vital role in the continued development, sustainable growth, and success of Torrance. CDD maintains the Building and Safety, Engineering, Environmental (Code Enforcement), the Geographic Information System (GIS) and Mapping, Housing, and Planning Divisions, which serve the community by overseeing redevelopment, comprehensive planning, zoning, housing programs, project planning, permitting, environmental stewardship, NPDES and building and code enforcement.
Responsibilities of the Community Development Department include:
- Building Permits & Online Permitting
- Code Enforcement
- Construction Plan Check and Inspections
- Development Review and Comprehensive Planning
- Engineering Permits and Records
- GIS
- Housing Programs (including Section 8)
- NPDES Administration
- Successor Agency to the Former Redevelopment Agency of the City of Torrance
- Survey Information
- Transportation Planning
This position supervises staff and is responsible for instructing, assigning, planning and reviewing work, evaluating work performance and completing performance evaluations, allocating personnel, implementing employee discipline, and providing training, advice and assistance as needed. The Permit Center Supervisor also reviews and interprets codes and ordinances and recommends changes, additions, and implementation procedures; reads and reviews plot plans, building plans, engineering plans and specifications for completeness and conformance to permit requirements and all applicable regulations; and performs related duties as assigned.

Graduation from high school or possession of a GED Certificate; three years of progressively responsible experience as a Permit Technician with at least one year in a supervisory or lead capacity.
Licenses and/or Certificates
Certification as a Permit Technician from the International Code Council (ICC).

- Ability to train, mentor, and evaluate staff while fostering a collaborative and positive work environment;
- Exceptional organizational skills with the capacity to manage multiple tasks and priorities;
- Outstanding customer service skills; and
- Proven ability to thrive in a fast-paced work environment.

Written Exam: Weighted 60% (Tentatively scheduled on Thursday, February 20, 2025)
Oral Interview: Weighted 40% (Tentatively scheduled on Tuesday, March 4, 2025)
Working Environment:
Work is performed primarily in a standard office environment with extensive public contact and constant interruptions. Physical demands include the ability to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
