Location: Tidewater Virginia
Schedule: Day, 40 hours/week;
Compensation: $95,000 - $130,000 depending on experience

Job Summary
We are seeking an experienced and detail-oriented Purchasing Manager to oversee the procurement operations for a Navy contract that oversees the warehousing, maintenance and operation of the U.S. Navy’s salvage, pollution control and underwater ship husbandry equipment. In emergency response scenarios, the successful candidate will be able to adapt to surges in procurement activity. The ideal candidate will have a strong background in sourcing and buying and with 10+ years of experience with federal government procurement, preferably within a military or defense environment. This role requires excellent organizational, negotiation, and communication skills to ensure the timely and cost-effective acquisition of goods and services necessary for contract fulfillment. The position will manage 4 direct reports including a Purchasing Supervisor and 3 Buyers.
Major Essential Job Functions
· 10 years of experience in Government procurement including extensive knowledge of the FAR and DFARS.
· Identify, evaluate, and maintain relationships with suppliers to ensure quality, reliability, and cost-effectiveness. Conduct regular performance reviews and negotiate terms and conditions.
· Ensure all purchasing activities comply with federal regulations, including the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS).
· Accurately prepare and review requisitions, issue purchase orders and vouchers in conformance with Government regulations and procedures.
· Review, understand and relay specifications required to determine best sources of supply.
· Thorough understanding and knowledge of relevant market conditions, procurement laws, regulations, foreign currency exchange, and budgetary policies.
· Manage four direct reports, including Purchasing Supervisor and 3 Buyers.
· Oversee coordination with five department Managers on procurement needs.
· Oversee contract negotiation, execution, and administration. Ensure all contractual obligations are met and manage any changes or amendments.
· Prepare Procurement Packages for bid review and assure conformance with government Audit and Approved Purchasing System Requirements.
· Prepare and present regular reports on procurement activities, supplier performance, and contract status to senior management and other stakeholders.
· Implement an annual review of Vendor Rating Systems to evaluate and identify the best sources and otherwise poor performance sources.
· Adapt to surges in sourcing and purchasing during operations supporting emergency response missions.
· Maintain and file Bi-annual SBA Reporting’s via the government’s Electronic Subcontracting Reporting System (eSRS).
Required Qualifications
· Education: Undergraduate degree, preferably in Business, Supply Chain Management
Minimum Experience: 10 years of experience in Government procurement. (15 years of buying experience without an undergraduate degree)
· Citizenship: Eligible candidates must be able to access the work site on a federal installation and is therefore limited to U.S. citizens.
· Security Clearance: Must be able to successfully complete a background check and be eligible to obtain a Secret Clearance.
· Extensive knowledge of the FAR and DFARS and how they apply to purchasing.
