SEACORP is seeking a well-qualified NAVCERT Manager - Surface & Submarine.

Primary Duties and Responsibilities:

Job Summary: SEACORP is seeking a NAVCERTManager to lead the planning, execution, and oversight of NavigationCertification (NAVCERT) tasks for U.S. Navy platforms. The Manager isresponsible for assembling multi-disciplinary certification teams, developingcomprehensive project schedules, and ensuring all tasks are completed withindefined scope, budget, and timeline. This role requires proactive riskmanagement to keep projects on track and consistent communication withstakeholders to provide technical and programmatic updates. The NAVCERT Managerensures full compliance with NAVCERT instructions, oversaw the completion ofall testing phases, and guarantees the production of high-quality technicalreports.

Job Responsibilities Include:

Project Planning & Execution:

  • Plan and execute NAVCERT tasks for surface and submarine platforms, ensuring all milestones are met within scope and budget.
  • Assemble specialized NAVCERT teams, selecting technicians and engineers based on system complexity and platform requirements.
  • Develop and maintain integrated master schedules and detailed team plans for dockside and at-sea testing events.
  • Establish project baselines and monitor progress against technical and operational goals.
  • Resource & Financial Management:
  • Monitor project costs and labor hours to ensure alignment with contract funding and budget constraints.
  • Manage the allocation of specialized test equipment and technical resources across multiple concurrent certification events.
  • Identify potential budget overruns or schedule slips early, implementing corrective actions to maintain project health.

Risk Mitigation & Compliance:

  • Identify, track, and mitigate technical and programmatic risks to prevent delays in the certification timeline.
  • Ensure all certification activities are conducted in strict compliance with NAVCERT instructions (e.g., OPNAVINST 9420.2) and safety protocols.
  • Oversee the verification and validation process to ensure 100% completion of required testing before final report submission.
  • Review and approve final NAVCERT technical reports and certification packages for submission to Navy stakeholders and TYCOM.

Stakeholder Engagement:

  • Provide regular project updates, status reports, and technical briefings to internal leadership and external Navy stakeholders.
  • Interface directly with Type Commanders (TYCOM), Navy engineers, and Ship’s Force to coordinate certification windows and resolve high-level conflicts.
  • Serve as the primary point of contact for all NAVCERT-related programmatic inquiries.

Qualifications:

Education: Bachelor’s level degree in a technical or managerial discipline.

Experience:

Program Manager I - 5 years of professional experience in program/project management, preferably in a maritime technical environment.

Program Manager II - 10 years of professional experience, with at least seven (7) years of experience in U.S. Navy navigation systems or certification processes.

Program Manager III - 15 years of professional experience, demonstrating a track record of managing complex naval certification programs or large-scale technical teams.

As a requirement of employment, all SEACORP employees must hold U.S. Citizenship

Work Environment & Physical Demands: This position operates in standard Office, Assembly Laboratory, and Aboard Vessel/Shipyard environments. Standard offices and laboratories: Sitting, standing, extended periods of time using a mouse and keyboard and viewing computer screens. Movement between points within the same office or between buildings. Work is performed in generally consistent environmental conditions with some seasonality for temperature differences and lighting. In shipyards and aboard vessels: Significant use of hands to operate equipment and tools. Significant lifting of <40 lbs.; occasional lifting >40 lbs. Sitting, stooping, bending, twisting, reaching, lying prone, and squatting on a daily basis. Work is performed in highly variable work conditions to include seasonable variations in weather and temperature. High probability of working in confined spaces where movement is restricted. Dust, noise and constant activity associated with the movements of materials and people, and the fabrication of steel, including welding and the use of overhead cranes/hoists. Personal Protective Equipment: safety shoes and hard hat required; hearing protection and safety glasses recommended.
