About This Position
EEC Solutions is looking for a Program Manager, DTC Support for an upcoming contract opportunity. Hubzone applicants are encouraged to apply.
The Program Manager (PM) serves as EEC Solutions' senior on-site representative and single point of contact to the Joint Staff J-7 Joint Education and Doctrine Division (JEDD) for execution of the Chairman of the Joint Chiefs of Staff's Disruptive Technology Course (DTC).
The PM provides program oversight, contract administration coordination, and executive-level liaison to ensure all DTC activities are planned, resourced, and executed in compliance with Performance Work Statement (PWS) requirements across up to four (4) DTC iterations per fiscal year. The PM is responsible for monthly and quarterly reporting, personnel management, quality control, and continuity of all contract deliverables. This is a Key Personnel position requiring government approval for substitution.
Essential Duties and Responsibilities:
- Serve as the prime contractor's single point of contact to the COR and JEDD Technical Advisor for all administrative, technical, and performance matters.
- Provide monthly status reports (A001) within 10 business days of the close of each accounting period, including invoice and expenditure data.
- Conduct quarterly progress reviews (A002) within 10 business days of each quarter's close, addressing accomplishments, planned activities, key personnel changes, funding, and issues.
- Ensure all contract billets are filled with qualified personnel within 45 business days of any identified shortage or turnover.
- Monitor and report contract scope, funding levels, and emergent staffing or performance issues to the COR within 5 business days of identification.
- Develop, submit, and maintain the Quality Control Program (QCP), submitting the initial QCP to the COR within 30 days of contract award.
- Ensure compliance with all security requirements, including TS/SCI and SAP access protocols, key control procedures, and NDCI reporting obligations.
- Oversee subcontract management for Senior Fellow and SME travel reimbursement and ensure proper ODC tracking and reporting.
- Coordinate the Phased Transition Plan for phase-in and phase-out, providing weekly status during the 30-day transition period.
- Manage personnel time-keeping, leave, and administrative support in accordance with PWS Section 14.5.
- Ensure compliance with JS property management and key control policies; self-identify as contractor at all times in government spaces.
Additional Responsibilities:
The PM is responsible for ensuring 95% of deliverables are submitted on time, 100% of positions are filled within 45 days of vacancy, and 95% of cost and schedule deficiencies are resolved within agreed timeframes. Deliverables include monthly status reports (A001) and quarterly progress reviews (A002).
The PM must maintain compliance with all security requirements, key control procedures, and NDCI liability provisions.
Minimun qualifications:
- Master's degree in Public Administration, Defense and Strategic Studies, Systems Engineering, Program Management, or Business Administration with 3+ years relevant experience; OR Master's degree in any discipline with 5+ years relevant experience; OR Bachelor's degree in any discipline with 7+ years relevant experience in Business Administration, Project Management, National Security Studies, or Operations Management.
- Minimum 3 years (within the past 5 years) determining program objectives, organizing and scheduling programs/projects, and developing performance standards. Demonstrated success directing strategic business planning and organizational performance management. Leadership experience in strategic planning, operations management, and financial oversight. Extensive knowledge of service, joint, and combined staff organization, functions, and procedures. Experience managing federal contract performance including deliverable tracking and COR interface.
- PMP or equivalent preferred; no mandatory certification.
- Active TS/SCI with SAP eligibility required prior to start date.
- JWICS account eligibility required.
- CAC required for Pentagon access.
Preferred Qualifications:
- Prior Joint Staff, OSD, or COCOM PM experience.
- Familiarity with ETMS2 TMT and JS Guide 5711.
- Experience supporting executive-level PME at GO/FO or SES level.
- Existing senior military/civilian leader networks for Senior Fellow sourcing.
- Familiarity with DTS and JTR.
- Experience with government-approved AI tools.
