Sourcing Analyst II
Salary Grade: G08
Midpoint $84,916
Given the financial nature of this position, this position has been defined as a position requiring a credit check. Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a credit background check.
SUMMARY:
Under general supervision, completes the sourcing process for high-dollar and high-risk projects and contracts. Supports the sourcing and procurement processes. Gathers, analyzes, and prepares recommendations on sourcing strategies, practices, and procedures. Acts as project manager to direct and coordinate assigned objectives. Administers and reviews contracts.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manages key functions on less complicated commodity categories
Develops and maintains sourcing strategies
Assists with opportunity assessment of major categories and cost of ownership opportunities; analyzes key trends in global supply, profile market, and industry analysis
Understands and standardizes company commodity needs
Identifies and investigates all cost of ownership opportunities, including non-purchase price driven opportunities
Manages the bid process and supports cost reduction activities and achieves annual improvement targets
Develops and implements all supplier selection criteria and plans, chooses suppliers, negotiates and implements contracts, manages supplier performance
Develops key long-term supplier relationships to achieve continuous improvement and manages contract performance to ensure cost, service, quality, and flexibility goals are met
Implements supplier-sourcing strategies to ensure high quality, on time delivery and cost competitiveness
Ensures best in class supply chain management and procurement processes
Develops communication plans, focus interviews, process mapping, business case development, scope of work/specifications, total cost of ownership model, spend and supply analysis, etc
COMPETENCIES:
Knowledge of contracts and contract administration
Demonstrated project management, financial analysis, and product costing skills
Ability to think strategically and analytically
Ability to demonstrate advanced interpersonal skills
QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelor's degree from four-year college or university in business administration, materials management, supply-chain management, or similar discipline, with two to three years of related experience, or equivalent combination of education and/or experience related to the discipline.
CERTIFICATES, LICENSES, AND REGISTRATIONS:
Certified in Production and Inventory Management (CPIM) or Certified Purchasing Management (CPM) designation is preferred.
COMMUNICATION SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
Ability to write routine reports and correspondence
Ability to speak effectively before groups of customers or employees of organization
Advanced negotiation skills and ability to gain concessions without damaging relationships
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume
Ability to apply concepts of basic algebra and geometry
COMPUTER SKILLS:
Knowledge of word processing, spreadsheet, and presentation software
Ability to work with purchasing/eprocurement systems and process modeling applications
ANALYSIS AND PROBLEM-SOLVING ABILITY:
Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization may exist. Ability to lead and successfully implement projects. Ability to review financial and other business data, and to summarize that information for management.
PHYSICAL DEMANDS:
Ability to sit up to 2/3 of the time and to stand, walk, and stoop up to 1/3 of the time. Good vision and ability to adjust focus is required. Manual dexterity is required. Must occasionally lift and/or move up to 10 pounds.
