Position Summary:Reporting to the Senior Manager of Legal Services, the Lawyer is responsible for providing a wide range of legal services to the Municipality and adhering to the highest standards of professional and ethical conduct.Key Responsibilities:
  • Provide legal advice to various municipal departments and, if instructed by Director, Senior Manager, or CAO, to Council.
  • Conduct any required or requested legal research and prepare legal memoranda and opinions.
  • Attend meetings of the Development Support Committee as a legal resource.
  • Negotiate, prepare, and review legal agreements, contracts, by-laws, policies, and other legal documents and enforce breaches.
  • Review evidence and documents, prepare materials in advance for hearings, and appear before the Property Standards Committee and the Appeal Committee.
  • Prosecute contraventions of various municipal by-laws in the Ontario Court of Justice or seek injunctive relief or related orders in the Superior Court of Justice.
  • Draft all pleadings, prepare motion materials and factums, pre-trial memorandums and mediation memorandums, attend at examinations for discovery or cross-examinations, review documents in preparation for litigation, submit filings to the court.
  • Appear in court at hearings, trials, or before other adjudicative tribunals.
  • Comply with applicable provincial and municipal legislation including the Municipal Freedom of Information and Protection of Privacy Act, and the Municipality’s Records and Information Management Program.
  • Comply with the Occupational Health and Safety Act, applicable regulations, and the Municipality’s Health and Safety Program.
  • Other duties as assigned.
Qualifications, Knowledge, and Skills:
  • Must have a Bachelor of Laws or Juris Doctor and be a member in good standing with the Law Society of Ontario.
  • Must have a minimum of five years’ experience practicing law.
  • Must have proven ability to establish and maintain effective working relationships with a diverse group of internal and external stakeholders.
  • Must be able to effectively manage multiple projects concurrently, prioritize workload, meet deadlines and be detail oriented and accurate.
  • Must have the ability to be tactful and discrete when handling matters of a confidential or politically sensitive nature.
  • Must have superior written and verbal communication skills.
  • Must be proficient in computer applications in a Microsoft Windows environment.
  • A Certified Municipal Officer designation from the Association Municipal Clerks and Treasurers of Ontario is an asset.
  • An Executive Diploma in Municipal Management from the Association Municipal Clerks and Treasurers of Ontario is an asset.
  • Experience practicing law in a municipal environment is an asset.
  • Experience in areas of litigation, both before the Court and Administrative Tribunals, planning and development and contract drafting and review are preferred.
Hours of Work and Working Conditions:

35 hours per week, in an office environment. Some travel and attendance at evening meetings or hearings is required. Lieu time is capped at 70 hours annually.
