POSITION PURPOSE

The Grants Coordinator provides support to Budget & Grants Management and Capital Planning Divisions for subrecipient oversight, various discretionary funding-related activities, and other special projects. This position will be primarily responsible for working with the Budget & Grants Management and Capital Planning divisions to manage the 15+ subrecipients receiving federal grant funding. This includes, but is not limited to, working directly with subrecipients to provide assistance and ensure compliance with federal subrecipient funding. Furthermore, this position will help create, implement, and maintain IndyGo standard operating procedures for subrecipient funding. This position will also assist, as needed, in responding to discretionary grant opportunities and other special projects. Responsibilities may include drafting grant responses, monitoring available grant opportunities, and other grant management activities as needed. This position requires an on-going partnership with the other divisions within IndyGo, as well as with outside organizations.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS

  • Participate in the implementation of IndyGo’s Subrecipient Oversight Program for managing federal funding allocated to urbanized area subrecipients.
  • Support subrecipients to ensure all federal requirements are met, primarily Federal Transit Administration (FTA) compliance requirements.
  • Develop and maintain an understanding of processes and procedures for managing federal funds.
  • Review reimbursement claims for eligibility and accuracy.
  • Track subrecipient federal reimbursement expenditures.
  • Facilitate conversations with subrecipients to allocate annual suballocations of federal funds.
  • Identify the potential for unspent funds within the subrecipient grant budget period.
  • Coordinate with subrecipients and managers to request carryover or reallocation of any unspent funding.
  • Prepare required reports for the Federal Transit Administration (FTA), the Indianapolis MPO, and/or management, as needed, monthly, quarterly, and annually.
  • Manage calendar of existing subrecipient grant development activities: renewals, continuations, etc.
  • Support the Grants Manager with the creation of subrecipient grant proposal documents, including but not limited to the grant narrative and grant budget.
  • Support in the collection of information, writing, submittals of opportunities, and administering grants for the agency as needed.
  • Participate in special projects as needed. Special projects have included, in the past, spatial analysis, quantitative analysis, and general research on relevant policy.
  • Provide grant support to various Division Directors as needed.

OTHER FUNCTIONS

  • Maintain regulatory knowledge regarding contracting for the organization to include laws, regulations and policies pertaining to the procurement process.
  • Provide assistance and support to other departments and outside agencies as needed.
  • Perform other duties as assigned.

EDUCATION AND/OR EXPERIENCE

To perform this job successfully, a team member must have the following education and/or experience.

  • Bachelor’s degree in business administration, management, finance, planning, compliance, or a related field; relevant experience may be accepted in lieu of a degree.
  • One to two years of experience in administration or compliance related to federal, state, or other grants, or experience in financial or legal compliance, is preferred.

  • Ability to prioritize, organize, and manage tasks and time effectively; work priorities may change based on operational needs.
  • Ability to operate office equipment, including copiers, fax machines, and phones.
  • Proficiency using a computer and related technology, including high proficiency with Microsoft Office, the internet, complex spreadsheets, and the structure of databases and query principles.
