Job Location: This position will be located at the Harry S. Truman State Office Building, 301 W High St., Jefferson City, MO 65101.

The Division of Purchasing is responsible for the purchase of products and services needed by state agencies to fulfill their missions in the Executive Branch.
This is a senior-level professional position accountable for and assisting in the support of internal staff, state agencies and suppliers utilizing the state electronic procurement systems, SAMII, MissouriBUYS and MOVERS. At this level, the employee would provide research, test, and monitor these systems, providing help desk support and trouble-shooting issues. This role may include but is not limited to the use of: Drupal, Access, Dreamweaver, WinSCP, and WordPress, to update our office websites. The employee would also work Cherwell and ServiceNow software tickets, entering tickets in JIRA and the Proactis Ticketing system.
The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
- Provide system support in the MissouriBUYS, powered by MOVERS system, and MissouriBUYS (Webprocure/Proactis) system by conducting research, testing, documenting, reporting, and monitoring system issues.
- Provide help desk support for users and suppliers in the procurement systems.
- Provide user testing on system releases, including regression testing.
- Create and update training guides.
- Provide training of the systems to staff and state agencies as needed.
- Establish roundtrip catalogs.
- Post internet and intranet documents.
- Complete and submit security forms as needed.
- Monitor the division mailboxes and respond to those emails timely.
- Receives general supervision from leadership; however, is expected to perform duties with considerable independence.
- Bachelor’s degree required. (Substitution on the bachelor's degree may be allowed if 4 or more years of relevant experience)
- Desirable for the candidate to have 3-5 years of relevant experience.
- Knowledge of the principles and practices of public procurement.
- Ability to secure, interpret, and analyze technical data, and to exercise sound judgment in arriving at conclusions.
- Ability to work independently in assessing and managing priorities.
- Effective written and oral communication
- Able to analyze facts, apply identified parameters, and draw conclusions.
- Self-starter who takes ownership of responsibilities.
- Organized and detail oriented.
- Adaptable to change, deadlines, and working with teams.
- Ability to establish and maintain effective working relationships with co-workers, agency staff, and vendors
- Experience with computers, desktop applications including Microsoft Office products.
- Knowledge of MOVERS, SAMII, MissouriBUYS and SharePoint are preferred.
