About This Position
JOB SUMMARY:
Incumbent serves as the Director of the Family Resource Center and in that capacity plans, organizes, and manages the day-to-day operations of the FRC to deliver high quality programs and services to build stronger, more resilient families and ultimately a stronger, more resilient community. Works to fulfill the FRC’s mission, vision, and values through direct oversight of operations including but not limited to administrative, programmatic, and financial development. Ensures that the FRC builds trust with staff, clients, and the community. Writes and manages programmatic grants.
ESSENTIAL JOB FUNCTIONS:
Carries out management and supervisory responsibility in accordance with practice, policies, procedures and applicable laws including: interviewing, hiring and training, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Provides high-quality individual and group supervision, management, and leadership to all FRC staff members and advances a positive organizational climate that fosters a productive and cooperative team; motivate staff members to grow and learn new skills and implement best practices; provides information, advice, feedback, or assistance to others within the unit to refine work outputs or resolve problems.
Organizes and schedules work flow, including maintaining coverage during staff vacancies or leaves.
Reviews paperwork completed by staff for approval; checks work for accuracy; returns documents to staff members for corrections.
Schedules meetings with other staff members to exchange information on issues of concern to the entire department, including new agency rules and regulations, safety issues or problem cases.
Authorizes expenditures of funds for services that meet a client’s needs; explores alternatives with subordinate personnel; and directs employees to seek other financial assistance if appropriate.
Plans long-range goals and objectives for the FRC;
Participates in meetings and/or serves on boards of other agencies; networks with community partners and resources to ensure appropriate use of community resources; participates in development of new methods/programs for community agencies to assist clients.
Displays strong leadership by communicating frequently with government partners, funders, state and local agencies and organizations to ensure the FRC remains a major community partner with public and private organizations, businesses, schools, and other external agencies; Acts as an official representative of the County in a professional manner with local, state, and national agencies and organizations; Participates in community task forces as needed.
Maintains and upgrades professional knowledge, skills, and development through required continued education and by attending seminars and training programs as well as reading trade and professional journals and publications.
Guides effective programming to address community needs and meet identified objectives, elevating best practices across the FRC and in partnerships; Uses experience, passion, and knowledge to direct staff in helping families to increase their resilience, strengths, and protective factors to become safer, stronger, and more self-reliant
Leads staff in planning, administering, and monitoring FRC’s funding streams and annual budget; leads the organization’s funding efforts through grant writing, community partnerships, and county guidance
Provides information, advice, feedback, or assistance to others within the department to refine work outputs or resolve problems.
Keeps current on new federal, state and county policies and procedures; develops and implements changes as needed to ensure division is following most recent requirements.
Schedules meetings with other department members to exchange information on issues of concern to the entire department and to coordinates services and functions of the agency.
Participates in annual budget preparation; provides recommendations regarding unit’s needs; keeps Director informed of program expenditures.
Maintains records and files; prepares statistical and other reports as required.
GENERAL REQUIREMENTS:
- Performs additional tasks as assigned, including filling in for other staff as necessary and/or required.
- May be required to work alternate schedules and/or in other work locations.
- Possess oral and written skills to communicate effectively, including but not limited to communicating actively, clearly, and regularly with supervisors and/or co-workers on all work-related topics.
- Understands, observes, enforces, and complies with all County and Departmental policies, procedures, and protocols when performing job duties both on and off County premises.
- Establishes and maintains professional working relationships with all County employees, customers, vendors, and community members.
- May be required to effectively manage multiple projects, deal with stressful situations, and adapt to sudden and unexpected changes in work assignments.
OTHER REQUIREMENTS
- Colorado Bureau of Investigation Proper System Usage Training within 30 days of hire.
- The following Incident Command System Training is required within one year of hire: ICS 100, 200, 700, and 800
- Background check by employer during the hiring process
MINIMUM QUALIFICATIONS:
Any combination of experience and training that would likely provide the required knowledge and abilities may be qualifying.
Education & Experience:
- Bachelor’s degree from an accredited four-year college or university in Social Work with major coursework in human behavioral sciences or a related field, a master’s degree preferred.
- Five years of progressively responsible related experience; or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job to include supervisory or lead work experience.
Licenses/Certifications:
- Possession of, or ability to obtain, a valid Colorado Driver’s License.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
- Administrative principles and practices, including goal setting and implementation.
- Methods and techniques of research, statistical analysis and report presentation.
- Information systems such as Salesforce, Apricot, and ETO
- Social work functions including the importance of prevention and intervention approaches, and understanding of the major theories of human development, historical trauma and oppression, group dynamics, and behavioral/mental health
- Policies, procedures, philosophies, rules, ethics and regulations governing the services to clients.
- Applicable state, federal, Native American Tribal and local ordinances, laws, rules and regulations and how they apply to child welfare, family development, and related programs.
- Grant writing and grant management experience on federal, state, and foundation levels
- Recordkeeping, report preparation, filing methods and records management techniques.
- Correct English usage, including spelling, grammar, punctuation, and vocabulary.
- All computer applications and hardware related to performance of the essential functions of the job, including Microsoft Office and Google Workspace
Skilled in:
- Grant and organizational management, administration, and supervision especially at a government department or non-profit organization
- Working collaboratively with multiple professional levels, community members, and various cultures and histories
- Educating families in appropriate parenting skills through teaching, role modeling, demonstrating and various coaching techniques.
- Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with a minimum of direction.
- Administration of staff and activities, either directly or through subordinate supervision.
- Applying logical thinking to solve problems or accomplish tasks, and to understand, interpret and communicate complicated policies, procedures and protocols.
- Budget planning and administration, collaborative program development
- Working specifically with rural or frontier communities
- Communicating clearly and effectively, both orally and in writing.
Ability to:
- Respond to each client with empathy and respect.
- Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
