Position Summary:
The Deputy Director of Residential Programs supports the Director of Residential Programs in providing leadership and strategic oversight to all residential programs within a six-county catchment area, ensuring high-quality, person-centered, and outcomes-driven services to adults with serious and persistent mental illness, including those with complex mental and physical health needs. Includes strategic planning, program development, policy implementation, regulatory oversight, and operational coordination of Residential Operations, Cluster Apartments, Intensive Community Psychiatric Rehabilitation (ICPRC), and community transitions/discharges. Provides leadership to a multidisciplinary team of Community Support Specialists and residential staff, ensuring all services adhere to Missouri DMH, CCBHC, state, and federal regulations and follow best practices and least restrictive levels of care.
Key Tasks and Responsibilities
- Provide executive oversight to ensure all residential programs comply with state, federal, and local health and safety regulations, including Medicaid/Medicare, licensing requirements, accreditation, and Missouri DMH/CCBHC standards.
- Lead preparation for audits, inspections, and regulatory reviews, ensuring documentation, service delivery, and reporting are accurate and timely.
- Lead monitoring and analysis of program performance indicators, outcome measures, incident trends, and satisfaction data to drive continuous quality improvement and performance enhancement.
- Provide direct supervision, coaching, performance management, and succession planning for multidisciplinary residential staff.
- Conduct regular performance evaluations, ensure staff adhere to job descriptions and performance expectations, and promote professional development opportunities.
- Oversee admission workflows, documentation standards, and electronic health record compliance to ensure timely, accurate, and audit-ready service delivery.
- Support budget oversight, resource allocation, and fiscal monitoring of residential services to ensure alignment with CCBHC funding structures and program sustainability.
- Provide executive-level oversight and escalation support within the on-call structure, advising complex clinical, operational, and risk-related situations.
- Assist with development and implementation of training curriculum and residential policies/procedures

Degree and Licensure Requirements
Meets at least one of the following:
- Meets criteria for a Qualified Mental Health Professional under Missouri DMH guidelines.
- Bachelor's or Master's degree in social work, psychology, nursing, or related field (Master's preferred).
- Equivalent experience may be substituted per Missouri DMH policy.
