Trans-Northern” Pipelines Inc. (TRANS-NORTHERN”) operates regulated pipelines to safely transport the refined petroleum products (gasoline, diesel, aviation, and heating fuel) used by Canadian businesses and consumers every day. These pipelines connect refineries in Edmonton to Calgary, including the Calgary International Airport; and refineries in Nanticoke, Ont., and Montreal to the Greater Toronto Area (GTA), with lateral pipelines to Ottawa as well as to Pearson International Airport and Pierre-Elliot Trudeau International Airport. POSITION SUMMARY

Reporting to the Team Lead, Land Affairs, the Senior Landowner Liaison is responsible for securing land access to support TNPI’s maintenance, operations and project activities. The role leads complex negotiations with landowners, obtains required permits and access agreements, and resolves land-related claims while maintaining strong stakeholder relationships. The position also collaborates with internal teams and provides guidance to team members on lower-complexity negotiations.


KEY RESPONSIBILITIES

Negotiate Workspace and Access Agreements to permit maintenance, operations, and project execution.Obtain Road Occupancy Permits and Third-Party Crossing Agreements from Municipal and Industry Stakeholders.Apply strategic negotiation approaches to address complex or unique situations related to temporary land access.Prepare and submit applications for access requirements with relevant governmental and regulatory agencies.Coordinate site readiness activities, including site screening, brush clearing, and other requirements to support construction and operational work.Ensure land-related conditions and commitments are clearly communicated and documented to mitigate potential impacts on private and public lands.Assess and negotiate settlements for claims related to crop loss, damages, or other impacts associated with operations and project activities.Serve as a key point of contact for mid-level to complex landowner negotiations supporting operations and project work.Provide guidance and support to team members on lower-complexity negotiations and land-related matters.Engage proactively with landowners and stakeholders, responding to inquiries related to pipeline operations in a timely and consistent manner.Support engagement with indigenous communities and representatives to provide land access coordination, sharing timely project information, tracking commitments and indigenous interests aligned with company policies and regulatory requirements.Maintain accurate communication records and logs for stakeholder interactions and notifications.Collaborate with multiple internal business units to provide land-related support while balancing competing priorities.Support risk mitigation efforts and the resolution of new and legacy land issues while maintaining strong stakeholder relationships and adherence to company policies and

QUALIFICATIONS:

Must-haves (minimum requirements):

Bilingual (proficiency in French and English)Minimum 5 – 10 years of experience in the related fieldValid Driver’s LicenseUnderstanding of legal issues related to land acquisition and easements for pipeline operationsAbility to interpret legal plans, land title documents, easement documents and technical drawingsProven conflict resolution, planning, problem solving, decision making and negotiating skillsGood understanding of agricultural practicesStrong Listening SkillsDemonstrate written and verbal communication skills

Preference for:

IRWA SR/WA designation Ability to apply laws and regulations including Canadian Energy Regulator Act and Damage Prevention Regulations in relation to pipeline operations and projectsAbility to understand and recommend legal contract clauses for management executionExpertise in influencing and negotiating in sensitive situations
