ESSENTIAL JOB FUNCTIONS
· Assists Director in planning, organizing, and directing all programs and activities associated with the construction, renovation, maintenance, administration, and operation of the County's water and wastewater facilities and systems.
· Serves as Director of Water & Sewer in their absence.
· Assists Director in developing and implementing department policies and procedures and related ordinances recommends changes as appropriate to enhance department effectiveness and efficiency.
· Assists in ensuring departmental compliance with applicable federal, state, and local laws and regulations, County policies and procedures, and standards of quality and safety.
· Supervises assigned staff. Supervisory duties include planning; scheduling; instructing; assigning, reviewing and planning work for others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending employee discipline; and recommending discharge as appropriate.
· Reviews the work of assigned staff for completeness and accuracy; evaluates and makes recommendations as appropriate; and offers advice and assistance as needed.
· Develops department schedules and workloads. Assists in coordinating department activities and functions with those of other County divisions, departments and outside agencies as appropriate.
· Provides oversight into the daily operations of purchasing and finance. Monitors expenditures of departmental operating and capital budgets for enterprise, general, and special appropriation funds. Ensure proper policies and procedures are maintained.
· Performs budget administration; assists with development of Department fiscal budgets and preparation of budget requests; reviews, approves and processes invoices; prepares data to obtain grand funds; prepares permit applications.
· Oversees the provision of efficient, professional and courteous customer service; assists staff with and resolves difficult customer service problems as needed.
· Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.
· Performs general administrative/clerical work as required including, but not limited to, preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending meetings, etc.
· Attends meetings, workshops, conferences, etc., as appropriate, to maintain knowledge of current legislation, trends and technology in assigned areas of responsibility.
· Assists Director in the development and implementation of rates and charges necessary to execute operations and maintenance of the infrastructure and capital funding for the Capital Improvement Plan to include the issuance of various debt instruments and other financial tools, monitors capital project expenditures.
· Performs other related job duties as assigned.
Special Qualifications:
Must possess a valid SC Driver’s License.
Professional Engineer (PE) License highly desired.

Work is performed in relatively safe, secure and stable work environment.

Position Type and Expected Hours of Work
This is a full-time position; typical work 40 hours per week Monday through Friday, 8:00 a.m. to 4:30 p.m. Some flexibility in hours is allowed, but employees must be available during the “core” work hours of 9:00 a.m. – 4:00 p.m. and must work 40 hour each week to maintain full-time status. Must be available to work holidays and weekends during emergencies.

Education and Experience:
Bachelor’s degree in engineering, business administration, accounting, public administration, or a closely related field.
Requires eight (8) years of related work experience.
Requires four (4) years of executive level supervisory experience.
