About This Position

POSITION SUMMARY

The University Registrar is responsible for the security, integrity, and accuracy of academic records, degree progress, evaluation services, and the coordination/implementation of academic policies and procedures that support the university’s mission and comply with all state and federal requirements. The Registrar is the university’s authority on FERPA, articulation, registration, and degree completion. This position provides management oversight for the effective application of technology and enhances and maintains the student record and evaluation systems.

ESSENTIAL RESPONSIBILITIES (Duties may vary and other duties may be assigned.)

  1. Provide strategic leadership and vision, develop a strategic plan, annual reports, and assessments
  2. Develops and maintains detailed knowledge of the university's academic policies, curriculum, and general university requirements and works closely with the Records and Registration staff, administration, faculty, directors, and other staff members of Harrisburg University.
  3. Daily operational management of Records and Registration includes interviewing, hiring, evaluating, and maintaining attendance records.
  4. Provides data to support institutional research and assessment efforts.
  5. Prepares and submits reports on student enrollment, academic performance, and other relevant data.
  6. Analyze data to identify trends and inform decision-making.
  7. Make decisions regarding coding, communications, and procedures as they relate to the function of the office.
  8. Possesses mastery of all academic policies related to student records, audits all academic records, and clears students for degree conferral.
  9. In conjunction with the provost, develop procedures to implement academic policies.
  10. In conjunction with the catalog committee, oversees the development and publication of the University Catalog and oversees the creation and publication of the university’s academic calendar.
  11. Understand and enforce FERPA and HIPAA regulations within the University community.
  12. Implement policies and procedures for the department and maintain written documentation.
  13. Produce probation and dismissal lists for the academic standing committee.
  14. Oversee all institutional reporting associated with student records.
  15. Administrator for Accuplacer, oversee branches and cut scores for placements.
  16. Serves as a member of the Academic Standing Committee, Institutional Effectiveness Committee, and Ex-Officio for Curriculum Committee.
  17. Provides support for commencement ceremony and honors convocation.

REQUIRED SKILLS/ABILITIES

  1. General understanding of federal, state, and local regulations as they apply to student records (i.e., FERPA, HIPAA, PDE, etc.) as well as best practices related to academic policies and procedures
  2. Strong work ethic and high level of energy, flexibility, initiative and creativity
  3. Organizational, analytical, and critical thinking skills and the ability to manage multiple projects concurrently with frequent interruptions
  4. Excellent interpersonal and communication skills and demonstrated ability to develop effective working relationships within a fast-paced, multicultural environment
  5. Proficiency in Windows and Microsoft Office computer systems, computer databases, and receptiveness to using new technology; knowledge of the Jenzabar EX student information system is a plus.

EDUCATION AND/OR EXPERIENCE

  1. Master’s degree required; Doctorate degree preferred
  2. Five years of progressive experience in a college or university records and registration office, demonstrating increasing responsibility and leadership.
