About This Position
Primary Location: Charlotte, NC
Hybrid Postion
Purpose of Position:
The Licensed Professional provides consultative and treatment services at Child and Youth Residential Level III facilities. Consultative and treatment services must be provided four hours per child per week Group therapy or activity time may be included as total time per consumer (i.e., if there are three members in a group for 90 minutes, this may be counted as 90 minutes per consumer). These services must be provided at the facility site. For substance-related disorders this shall include a licensed Clinical Addiction Specialist or a certified Clinical Supervisor.
Functions:
• Clinical supervision of the qualified professional specified in Rule .1702
• Individual, group or family therapy services
• Involvement in child or adolescent specific treatment plans or overall program issues
• Teach and monitor the fidelity of the clinical model(s) or evidence-based treatment(s) consistent with best practice strategies.
• Train support staff on individuals’ disabilities, their PCP’s, and PCP implementation
• Provide comprehensive clinical assessments to determine service need(s) and medical necessity.
• Attend Clinical Review Teams.
• Provide “first responder” coverage and crisis response as part of a rotating on-call system.

Quality Assurance and Improvement
• Monitor the implementation of the PCP to assure that services are being provided in a manner that is professional, effective, and consistent with governing rules, statutes, service definitions, and the PCP through periodic record reviews.
• Assure that case management, supervision, and service notes are being delivered in a manner consistent with Federal, State, and the Agency’s, statutes, rules, and policies and procedures, through periodic record reviews.
• Communicate ideas on improving services to the Clinical Director
Communication
• Maintain consistent communication with Senior Management (as appropriate), regarding documentation, authorizations, team and individual support staff performance, consumer progress toward goals, and consumer satisfaction
• Maintain regular contact with persons served their treatment teams, guardian and significant others in persons’ lives
Qualifications:
Minimum Education/Experience
Master’s level professional with a minimum of one year of experience with age and population served and licensed by the respective NC Licensing Board in one of the following licensed disciplines:
o Licensed Clinical Social Worker
o Licensed Psychologist (Doctorate Level)
o Licensed Psychological Associate
o Licensed Professional Counselor
o Licensed Marriage and Family Therapist
o Mastered Degree NC Licensed Nurse – advanced practice only (NP, PNPs)
o Licensed Clinical Addiction Specialist
• Board Eligible staff may serve as the Licensed Professional. However, full licensure must be attained within 30 months of hire.
• For substance abuse focused programs, the Licensed Professional must be a Certified Clinical Supervisor, LCAS or LCAS-P
Preferred Experience
• One or more years of outpatient therapy experience
• Supervisory experience
• Experience with and knowledge of the public MH/DD/SA system
Training
• Must complete any other trainings, certifications and/or requirements as determined by the Agency or the State of NC.
Additional Requirements
• Valid Driver’s License, reliable automobile with proof of current liability insurance, acceptable driving record, current vehicle registration and inspection, and a clean State Bureau of Investigations report.
Performance Expectations:
• The Licensed Professional will serve as a role model to support staff, by consistently conducting him/herself in a professional and ethical manner in all situations, including but not limited to promptness of completing assignments, verbal
on-verbal communications, maintaining professional boundaries, representing the Agency with a professional image, complying with Federal Anti-Kickback Laws, and not engaging in or coercing others to engage in any fraudulent behavior.
• Submission of personal timesheets, including supporting service documentation for the services provided, as required by the agency.
• Have a working knowledge of various forms of mental illness and common accompanying issues
• Monitor the Division of MH/DD/SAS, Division of Medical Assistance, Value Options, and Local Management Entities websites for changes to and impact on services to be provided
• Have a working knowledge of rules, service definitions, and statutes governing the provision of the services provided
• Have or develop a working knowledge of all applicable authorization/re-authorization processes, Agency policies and procedures, documentation requirements, and billable tasks,
• Have or develop a working knowledge of local community resources, both public and private
• Set and monitor clearly defined goals for the program
• Maintain a person-centered focus throughout service provision
• Serve as a team player to the general office staff and the Agency as a whole
• Provide services according to the philosophy, standards, values and ethics set forth by the Agency.
• Follow all Agency Policies and Procedures
• Participate in all required team meetings, committees, and audits as required
• Maintain current training and certifications/licensure requirements
Accuracy Required In Work And Consequence Of Error: The Licensed Professional is responsible for insuring systems are in place to address the quality and effectiveness of services to each consumer. Failure to adequately manage the quality-of-service delivery has the potential to severely affect the health and safety of consumers and staff. This position has a fiduciary responsibility to the Agency including but not limited to billing, in which errors could result in significant funding infractions for the agency
Supervision and Training Provided To Employee: The local office will provide initial training. On-going training and supervision is provided as needed or as required by the supervisor. A supervision plan will be developed for the Licensed Professional specifying additional training or other development activities expected in the position. The Licensed Professional will meet the expectations outlined in the supervision plan.
Physical Effort: Ability to sit, stand and/or drive for duration of shift, bend, reach, climb stairs, lift up to 30 pounds and the manual dexterity to operate standard office machines, such as, computers, fax machines, copiers and telephones. From time to time travel will required, which may include out-of-town travel.
In the residential setting employees' workstation is usually a home-like environment. Odors and noise are often present due to the functioning level of the client. Behavior problems of persons served, such as aggression, or lifting could cause bodily injury for employees in some settings. Providing transportation could result in accidents or injuries. Employees must be able to perform emergency physical restraint, if necessary.
