About This Position
The Operations and Maintenance Manager supports the Director of Public Works in leading the planning, operation, maintenance, and enhancement of the City's water and wastewater systems, street and drainage infrastructure, and traffic control systems. This role is committed to ensuring excellent customer service, technical proficiency, and responsible financial stewardship. The manager also plays a key role in short- and long-term planning, budget oversight, regulatory compliance, and continuous improvement, while fostering employee morale, communication, and professional development.
- Supports the Director in overseeing daily operations for the Water & Wastewater, Environmental Compliance/Customer Service, Streets & Drainage, and Traffic Control divisions.
- Supervises, trains, evaluates, promotes, and assists in hiring departmental staff.
- Maintains optimal staffing levels to enhance departmental efficiency.
- Oversees the Industrial Pretreatment Program and Stormwater Management Program through subordinate supervisors.
- Continuously reviews processes to improve service efficiency and customer satisfaction.
- Interacts with the public to address concerns, answer questions, and maintain positive community relations.
- Develops and enforces departmental policies and procedures.
- Assists with special projects and regulatory reports, including the Water Loss Audit, Water Use Survey, and Consumer Confidence Report.
- Addresses customer complaints and service issues as needed.
- Ensures compliance with applicable regulatory agencies.
- Oversees procurement of materials and equipment for planned projects.
- Coordinates with other City departments and external contractors to ensure effective collaboration.
- Provides technical guidance in the planning, design, construction, and maintenance of facilities and infrastructure.
- Represents the City at meetings and conferences, participating in public engagement and problem-solving initiatives.
- Helps establish and enforce departmental regulations and procedures.
- Maintains regular, punctual attendance.
- Performs other related duties as assigned or as apparent.
- Assists with the development and administration of the annual budget.
- Monitors expenditures throughout the year and recommends adjustments as necessary.
- Regularly interacts with the Director of Public Works, City Manager, City Council, department managers, employees, and the public.
- Must effectively communicate with staff to delegate responsibilities and coordinate project activities.
Work is performed in a standard office environment. Some field work may be required which includes exposure to various outdoor weather conditions. May be required to climb ladders, traverse uneven surfaces, and lift and move objects weighing up to 50 pounds. Must be able to drive to various work sites and inspect trenches, excavations, and construction areas.
