Chief Information Officer | Executive Director

PCF-49 (Chief Information Officer) • PCF-1 (Executive Director) • CBI Fitness & Probity Regime

Reports to: Chief Executive Officer Location: Dublin, Ireland (Hybrid)
Introduction
ACE Money Transfer IE Ltd (“AMTL” or the “Company”) is a payment institution authorised and regulated by the Central Bank of Ireland (CBI), and forms part of a wider international money transfer group providing cross-border remittance services across the EEA and beyond.
The Chief Information Officer (CIO) is a senior executive role at AMTL, combining the PCF-49 (Chief Information Officer) and PCF-1 (Executive Director) Pre-Approval Controlled Functions. This is the most senior individual at AMTL with responsibility for information technology and is accountable for IT strategy, operational resilience, cybersecurity, and technology risk management. The CIO is a member of the Executive Committee and reports directly to the CEO.
AMTL operates an outsourced IT model, with core IT delivery provided under a formal intra-group outsourcing arrangement. The CIO leads the AMTL technology function and provides governance and oversight of this arrangement, ensuring AMTL's regulatory obligations, service levels, and risk standards are met.
Key Responsibilities

IT Strategy and Leadership
  • Define and implement AMTL's IT strategy, ensuring alignment with business objectives, growth plans, and regulatory requirements.
  • Provide strategic IT leadership at Executive Committee and Board level on technology risk, digital resilience, and IT investment.
  • Evaluate emerging technologies and industry trends and assess their applicability for AMTL's payments infrastructure and service delivery.
  • Communicate the technology strategy clearly to the Board, senior management,
    partners, and stakeholders.

Regulatory Compliance and IT Risk Management
  • Act as the accountable individual for IT under the CBI's Fitness and Probity Regime (PCF-49).
  • Ensure compliance with applicable regulatory requirements including DORA, GDPR, CBI guidance on IT governance, and EBA guidelines on ICT and security risk management.
  • Maintain a robust IT risk management and governance framework, including ICT risk management, incident classification and reporting, and business continuity planning.
  • Own AMTL's digital operational resilience programme, including oversight of ICT resilience testing, disaster recovery planning, and crisis management in accordance with DORA obligations.
  • Prepare and present IT risk, governance, and performance reporting to the Executive Committee and Board on a regular basis.

Cybersecurity
  • Define AMTL's cybersecurity posture and oversee the entity's security operations, ensuring monitoring, detection, and incident response capabilities are fit for purpose and proportionate to the threat environment.
  • Oversee cyber incident response, ensuring material incidents are assessed for DORA reportability and escalated to the Executive Committee, Board, and CBI as required.
  • Ensure robust protection of AMTL's data and systems in compliance with applicable security standards and regulatory expectations.

Outsourcing Oversight and Vendor Management
  • Exercise governance and oversight of the intra-group IT outsourcing arrangement, ensuring service levels, contractual obligations, and regulatory requirements are met.
  • Manage relationships with third-party technology vendors, hosting providers, and strategic partners, including negotiation and review of SLAs.
  • Ensure outsourced ICT arrangements comply with DORA third-party risk management requirements and CBI outsourcing guidelines.
  • Maintain AMTL's Register of Information for ICT third-party arrangements and ensure readiness for regulatory reporting.
  • Define requirements for new technology implementations, integrations, and service delivery arrangements, ensuring IT readiness ahead of product and market launches.

Delivery and People
  • Foster a culture of innovation, continuous improvement, and operational excellence across AMTL's technology function.
  • Recruit, develop, and retain technology and security talent.
  • Manage the IT budget, ensuring cost-effective use of resources and clear business case justifications for technology investments.
  • Oversee the timely and high-quality delivery of technology solutions, products, and integrations supporting AMTL's business.
Requirements

Qualifications
  • Bachelor's or Master's degree in Computer Science, Information Technology, or a related field. An MBA or relevant professional qualification is a plus.
  • Relevant professional certifications are desirable, including CISM, CISSP, CRISC, or CGEIT.

Experience
  • Proven experience as a senior technology leader, preferably within a regulated financial services or fintech environment such as a payment institution, e-money institution, or bank.
  • Experience operating within or alongside a CBI-regulated entity, with practical knowledge of PCF obligations and CBI supervisory expectations. Prior experience holding a PCF role (e.g. PCF-49 or equivalent) is an advantage.
  • Experience governing IT in an outsourced or intra-group service model, with demonstrated ability to oversee and constructively challenge a group IT function.
  • Experience overseeing cybersecurity and operational resilience, including cyber incident response and security risk reporting.

Skills and Competencies
  • Strong business and regulatory acumen, aligning technology strategy with compliance and commercial objectives.
  • Excellent communication and influencing skills, including the ability to present complex technology and risk matters clearly to the CBI, Board, and non-technical stakeholders.
  • Ability to operate with appropriate independence from the group IT function while maintaining a constructive and collaborative working relationship.
Regulatory Note:
This role is subject to CBI Pre-Approval as both PCF-49 (Chief Information Officer) and PCF-1 (Executive Director) under the Central Bank of Ireland's Fitness and Probity Regime. Any appointment is conditional on the candidate satisfying the CBI's fitness and probity standards and obtaining prior CBI approval. Candidates will be required to complete an Individual Questionnaire (IQ) and a comprehensive background check as part of the appointment process. The successful candidate will be subject to ongoing fitness and probity obligations for the duration of their tenure.
