Job Description
POSITION: Manager of Water and Wastewater Department
REPORTS TO: Director of Engineering and Water / Wastewater
JOB OBJECTIVE: Plan, organize, direct, and control the operation and maintenance functions for the Potable Water System and Wastewater System in order to provide superior quality water and wastewater services to customers, in compliance with state and federal Regulations. This is a full-time, exempt position.
JOB REQUIREMENTS:
• Must have 5 years of leadership (supervisory or management) experience along with technical experience and knowledge of potable water supply and treatment, water distribution, wastewater collection, and enhanced nutrient removal (ENR) wastewater treatment.
• Experience preparing capital and operational forecasts.
• Experience in planning and implementation of capital improvement and maintenance projects.
• Qualification for certification as a Class 3 Water Treatment Plant Superintendent and a Class 5A Wastewater Treatment Plant Superintendent by the Maryland Board of Waterworks and Waste Systems Operators is preferred.
• Must be able to work well with the public.
• Must be able to plan, organize, direct, and control the activities of employees assigned to perform the work.
• Must have a valid driver’s license.
EDUCATION REQUIREMENTS: Must have high school diploma or equivalent. BS in Engineering, Environmental Science, or related field is preferred.
PHYSICAL REQUIREMENTS:
• Must have the physical capabilities to be actively involved in field water and wastewater projects.
• Must wear proper PPE at all times.

MAJOR JOB FUNCTIONS:
Leadership & Personnel Management
• Participate as a member of the EU Leadership Team, providing input on strategies that are in the overall interest of the organization.
• Effectively manage reporting employees through proper training and development, ongoing constructive feedback, and completion of annual written evaluations.
• Fill personnel vacancies as required; interview applicants, concur with HR and superintendents on the best choice, and finalize offers.
• Enhance Easton Utilities service and productivity by keeping the Director of Engineering and Water/Wastewater informed of all significant problems and concerns related to your area of responsibility, as well as broader issues that may arise.
Regulatory Compliance & Safety
• Ensure all field activities are performed in a safe manner, following prescribed safety regulations and protocols.
• Ensure Easton Utilities Potable Water and Wastewater Systems remain compliant with all federal, state, and local regulations, including proper licensing and certification of all leadership and staff.
• Keep up with developments in the water and wastewater fields; attend industry conferences and MDE-approved training to maintain certification.
Operations & Infrastructure Management
• Review operational and maintenance activities with assigned superintendents (Water & Wastewater Facilities Superintendent and Water Distribution & Wastewater Collection Superintendent), and develop long-term improvement plans to replace aging infrastructure and eliminate inefficient practices.
• Ensure all projects are constructed according to specifications through field visits, meetings with inspectors, and daily follow-up.
• Provide interface with other departments to maximize joint trench opportunities.
Planning, Engineering & Capital Projects
• Develop projections of water supply needs and wastewater flows, compare to existing capacities, and determine the time frame required to provide additional capacity.
• Develop long-range projections of wastewater flows, compare to existing wastewater collection and pumping capacities, and determine the time frame required to provide additional capacity.
• Develop long-range projections of water distribution and fire suppression requirements, and establish a general view of water distribution piping and storage tank needs.
• Work cooperatively with the Engineering Department to develop conceptual plans for modifications and/or additions to facilities; assist as requested in detailed planning, provide support during construction, and develop and approve operation and maintenance practices.
• Review and comment, as appropriate, on proposed plans for extension of services.
Financial Management & Budgeting
• Develop annual capital improvement budgets.
• Review operating costs, determine the source of unusual costs, and take corrective action as appropriate; operate the facilities in a cost-effective manner at all times.
