Role Overview
Reporting to the Senior Fee-Setting & Eco-Modulation Manager, the Operational Cost & Fee‑Setting Analyst plays a key role in supporting CAA’s national processes for cost modeling, annual budget integration, fee‑setting, and producer data analysis. This role blends analytical rigor, data stewardship, and cross‑functional collaboration, helping ensure the accuracy, transparency, and compliance of CAA’s cost and fee‑setting models across state programs. The Analyst will contribute to producer data validation, fee modeling, regulatory reporting, and development of repeatable analytical processes.
Key Responsibilities
Producer Data & Modeling Support
- Support validation, organization, and analysis of producer supply data for each state’s reporting and fee‑setting processes.
- Assistinmaintainingmodels for producer supply projections, material‑level KPIs, and historical trends.
- Contribute to the development and upkeep of reporting dashboards and automated data processes.
- Evaluate data quality issues and work with internal partners to resolve discrepancies.
Operational Cost Modeling & Fee-Setting
- Develop andmaintaincost models to track material management costs for each state, supporting transparency and comparability across programs.
- Support the annual fee‑setting process by preparing analytical inputs, validating data, and maintaining material‑level fee models.
- Help integrate annual budgets and forecasts into fee‑setting models, ensuring alignment with regulatory requirements and CAA principles.
- Conduct analysis to assess fee impacts, material specific considerations, and producer level implications.
Compliance & Reporting Support
- Assistin preparing regulatory compliance reports, ensuring accuracy and timeliness.
- Work with state teams, Finance, and Data & Analytics to structure and document methodologies, assumptions, and processes.
- Help improve data collection and reporting SOPs and identify opportunities for process automation.
Cross-Functional Collaboration
- Partner with National Material Services, Finance, Producer Services, and technology teams to collect data,validateassumptions, and communicate findings.
- Prepare clear and concise reports, visualizations, and presentations for internal stakeholders and leadership.
Skills & Competencies
- Strong analytical and quantitative skills; able to interpret complex datasets and identify actionable insights.
- Familiarity with data validation, governance, and data system integration best practices.
- Comfortable working with evolving or ambiguous requests and collaborating to define approaches where processes or detailed instructions are still being developed.
- Strong communicationand interpersonal skills, capable of engaging with diverse teams and stakeholders.
- Detail‑oriented with a commitment to accuracy, completeness, and compliance.
- Strong time‑management skills and ability to work with remote teams across multiple time zones.
- Ability to work independently and collaboratively in a dynamic,mission‑drivenenvironment.
Qualifications
- Bachelor’s and or Master’s degree in Business Analytics, Engineering, Environmental Science, Data Science, or related field preferred.
- 4+ years of experience with data analysis, cost modeling, reporting, preferably within the environmental or packaging sector.
- 4+ years of experience with managing cross-functional projects with diverse stakeholders both within the organization and outside users
- Exposure to solid waste, recycling, packaging reporting, or EPR systems is a plus but notrequired.
- Experience with Excel and data visualization toolsrequired; familiarity with Python, R, or similar tools is an asset.
- Experience with Jira, Salesforce, Experience Cloud, and Workday a plus.
Compensation & Other Information
- Location: Fully Remote with potential for in-person meeting.
- Pay Rate: Based on a variety of factors in accordance with applicable law including the successful candidate’s relevant experience, skills, knowledge, and experience.
