Senior Scrum Master

Summary:

The Scrum Master supports the Case Management Modernization (CMM) Program for the Administrative Office of the U.S. Courts (AO) by enabling high-performing Agile teams to deliver modernized, cloud-based case management solutions. Serving as a servant leader and facilitator, the Scrum Master ensures that Agile principles and SAFe practices are applied effectively across development, testing, and integration teams working with React, NodeJS, and AWS technologies. This role focuses on optimizing team performance, fostering collaboration, and ensuring the timely delivery of quality software in alignment with the program's modernization objectives.

Key Responsibilities:
  • Leads Agile project management and coordination activities supporting Cloud Engineering Services security initiatives, ensuring alignment with federal cybersecurity objectives, Authority to Operate (ATO) requirements, and organizational governance standards.
  • Facilitates Scrum, Kanban, and hybrid Agile ceremonies including sprint planning, backlog refinement, daily stand-ups, sprint reviews, retrospectives, and release planning for cross-functional security and cloud engineering teams.
  • Develops, maintains, and prioritizes Agile task backlogs, epics, user stories, and work breakdown structures to support security operations, cloud modernization, compliance activities, and continuous delivery objectives.
  • Coordinates and collaborates with internal stakeholders, technical teams, program leadership, vendors, and non-government entities to ensure integrated execution of cybersecurity, operational, and documentation deliverables.
  • Implements and supports governance processes associated with ATO lifecycle management, including configuration management, change management, incident management, risk management, and continuous monitoring activities.
  • Produces and maintains comprehensive technical and operational documentation including Standard Operating Procedures (SOPs), Service Level Agreements (SLAs), Operational Level Agreements (OLAs), Memorandums of Understanding (MOUs), process guides, workflow documentation, and training materials aligned with AO standards.
  • Develops executive-ready project documentation, status briefings, dashboards, and reporting artifacts to support program transparency, governance oversight, compliance tracking, and stakeholder communication.
  • Maintains and updates Integrated Master Schedules (IMS) to monitor project milestones, dependencies, deliverables, resource allocations, and implementation timelines across security and cloud engineering initiatives.
  • Documents project meetings, technical working sessions, governance reviews, action items, decisions, and follow-up activities to ensure traceability, accountability, and accurate project records.
  • Develops and delivers training materials, operational knowledge transfer sessions, user guidance documentation, and process adoption support for security operations, cloud governance, and Agile execution practices.
  • Supports continuous process improvement initiatives by collecting performance metrics, analyzing operational data, identifying process gaps, and recommending workflow optimizations to improve delivery efficiency and service quality.
  • Monitors program performance against established performance criteria, service metrics, milestones, and operational objectives, providing analytical reporting and actionable recommendations to leadership.
  • Prepares and delivers biweekly Agile reports and comprehensive Monthly Status Reports (MSRs) detailing completed tasks, ongoing activities, achievements, upcoming milestones, project risks, issues, staffing updates, financial status, and schedule performance.
  • Tracks, escalates, and mitigates project risks, operational issues, impediments, and dependencies to support timely resolution and minimize impacts to security, compliance, and delivery objectives.
  • Supports enterprise change control and release coordination activities by documenting implementation plans, tracking approvals, maintaining audit evidence, and ensuring compliance with organizational governance requirements.
  • Provides leadership and guidance in Agile best practices, documentation standards, operational readiness, and process discipline to promote collaboration, accountability, and high-quality delivery outcomes across the program.Serve as servant leader for one or more Agile teams, ensuring adherence to Scrum and SAFe principles.
  • Facilitate all core Scrum ceremonies including Sprint Planning, Daily Standups, Sprint Reviews, and Retrospectives.
  • Track, monitor, and communicate team progress through Agile metrics such as velocity, burn-down, and cycle time.
  • Identify and remove impediments impacting delivery velocity, escalating risks or blockers as needed.
  • Encourage a culture of collaboration, accountability, and continuous improvement within Agile teams.
  • Support cross-team coordination within the Agile Release Train (ART) and align delivery with Program Increment (PI) objectives.
  • Coach team members on Agile best practices, DevSecOps integration, and effective collaboration in a distributed environment.
  • Promote transparency through dashboards, retrospectives, and regular stakeholder updates.


Required Skills & Experience:
  • 7+ years of experience in software development or IT program delivery, including 3+ years as a Scrum Master in large Agile programs.
  • Strong understanding of Scrum, Kanban, and SAFe frameworks, and hands-on experience facilitating Agile ceremonies.
  • Proven ability to manage multiple teams or workstreams in a federal or enterprise modernization setting.
  • Experience using Agile lifecycle management tools (Jira, Azure DevOps, Rally) to plan and track sprints.
  • Familiarity with DevSecOps workflows, CI/CD pipelines, and Agile delivery metrics.
  • Excellent communication, conflict resolution, and stakeholder engagement skills.
  • Bachelor's degree in Information Systems, Computer Science, or related discipline.
  • Experience in federal Agile delivery or government modernization programs.
  • Familiarity with cloud-native software development (React, NodeJS, AWS).
  • Knowledge of Agile quality management and automated testing workflows.
  • Exposure to SAFe ART coordination and PI Planning processes.


QUALIFICATIONS:
  • 5 to 7+ years of experience in Agile development environment
  • Experience with using and implementing the Scaled Agile Framework (SAFe)
  • Ability to manage multiple projects and work rapidly in a high tempo environment that often requires multitasking
  • Experience with software development or working in software development organization
  • Ability to create, sustain, and enhance fostering of team dynamics and collaboration
  • Certified Scrum Master (CSM) or Agile Certified Scrum Master (PMI-ACP)
  • Project Management Professional Certification (PMP)
  • SAFe Agilist (SA)
  • BA or BS degree
  • Project Management Professional Certification (PMP)


The likely salary range for this position is $123,250 - $166,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
