The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Overview of Role

CHAI is seeking an exceptional leader to serve as Country Director for Myanmar. The Country Director holds overall responsibility for CHAI's strategy, operations, and programmatic impact in Myanmar. This individual will serve as CHAI's most senior representative in-country, building and sustaining trusted relationships with government, donors, and partners, while leading a high-performing team through a complex and dynamic operating environment.

The Country Director will be based in Yangon, with extensive travel within Myanmar and regionally as required.


Responsibilities:

Strategy & Leadership

  • Define and refresh CHAI Myanmar's overall strategy, develop clear operational plans, and continually identify opportunities to add value and maximize impact;
  • Maintain a thorough understanding of the public and private sector health landscape in Myanmar, and the Ministry of Health's key priorities and challenges;
  • Identify the most critical barriers to strengthening health systems and refine priorities to address them;
  • Provide high-quality technical assistance to government as needed and requested.

External Engagement

  • Build and sustain trust with key external stakeholders at national, state/regional, and township levels, including the Ministry of Health, government departments, multilateral agencies, NGOs, and donors;
  • Develop and manage relationships with existing and potential donors, and lead proposal and concept note development, budgeting, and resource mobilization efforts;
  • Represent CHAI at public forums and maintain and strengthen CHAI's reputation as a capable, mission-driven partner.

Operations & Financial Management

  • Maintain robust financial, administrative, and human resource policies and systems aligned with CHAI global policies;
  • Develop and manage program budgets and performance indicators in collaboration with program staff;
  • Oversee internal management of daily office operations, including vendor contracting, compliance with local laws, safety and security, and liaison with CHAI's legal and financial teams;
  • Lead processes for internal and donor reporting.

People Management

  • Build and lead a highly effective, diverse country team;
  • Support human resources management, including recruitment, performance management, and professional development of staff;
  • Serve as mentor, manager, and role model, fostering a culture of excellence, humility, and collaboration.

Internal Coordination

  • Serve as the key internal liaison between the country team, global and regional teams, and CHAI's head office in Boston;
  • Maintain appropriate two-way communication and information flow with HQ to ensure CHAI's capabilities are fully leveraged on the ground.

Qualifications:
  • Bachelor's degree or equivalent plus 12 years of work experience; or Advanced degree plus 10 years of work experience; or equivalent demonstrated experience
  • Proven experience in a senior leadership role with full operational and financial responsibility
  • Experience conceiving, planning, and executing complex programs or projects with verifiable results
  • Demonstrated ability to build trust and navigate complex government processes with multiple stakeholders, including at ministerial level
  • Exceptional written and oral communication skills
  • Ability to work independently and effectively in high-pressure, fast-paced environments with minimal supervision
  • Strong analytical and problem-solving skills
  • Demonstrated ability to manage and develop high-performing teams
  • Knowledge of global health systems
  • High proficiency in Microsoft Word, Excel, and PowerPoint
  • Willingness and ability to travel extensively within Myanmar and regionally

Advantages

  • Experience working in Southeast Asia, and familiarity with Myanmar's political and health context
  • Knowledge of one or more of CHAI's core program areas (HIV, TB, malaria, health financing, digital health)
  • Experience in resource mobilization and donor relationship management
  • Proficiency in Burmese or another regional language
