This leadership role is responsible for driving the successful execution of complex federal and commercial projects within a highly regulated, mission-driven environment. You will oversee delivery operations across multiple programs, ensuring consistent performance, strong governance, and alignment with organizational objectives. The role combines strategic oversight with operational accountability, requiring close collaboration with executive leadership, business development, and delivery teams. You will play a central role in shaping delivery standards, optimizing resource utilization, and ensuring financial and operational performance across the portfolio. In addition, you will lead and develop high-performing teams while fostering a culture of accountability, innovation, and continuous improvement. This position is ideal for a seasoned delivery leader who thrives in structured yet evolving environments and is comfortable balancing strategic planning with hands-on operational decision-making.
Provide strategic leadership across multiple federal and commercial project delivery portfolios, ensuring consistent execution, governance, and performance excellence
- Establish and scale standardized delivery frameworks, methodologies, and best practices to ensure operational consistency and efficiency
- Oversee portfolio health, including financial performance, staffing capacity, delivery risks, and operational KPIs
- Lead operational readiness for new contract awards, onboarding, and transition planning activities
- Collaborate with executive leadership and business development teams to align delivery capacity with strategic priorities
- Drive workforce planning initiatives to ensure long-term staffing strategies align with organizational growth objectives
- Lead, coach, and develop project delivery teams, fostering engagement, accountability, and professional growth
- Implement and continuously improve project management and delivery processes to enhance scalability and efficiency
- Support P&L oversight for the delivery division and contribute to budget-informed decision-making
- Guide organizational initiatives related to process maturity, governance frameworks, and operational excellence
10+ years of experience in project or program delivery, including significant experience in federal consulting or government contracting environments
- Active PMP certification with extensive tenure and deep expertise in project management principles and execution
- Bachelor’s degree in a relevant field such as business, public health, health informatics, computer science, or information systems
- Proven experience leading large-scale federal programs with accountability for scope, schedule, budget, and outcomes
- Strong leadership skills with the ability to manage and motivate high-performing, cross-functional teams
- Demonstrated ability to make high-impact decisions and take ownership of delivery outcomes
- Strong communication, organizational, problem-solving, and stakeholder management skills
- Experience managing delivery organizations and scaling PMO or governance functions is highly valued
- Familiarity with frameworks such as Agile, SAFe, CMMI, or CMMC is a plus
- Experience with federal healthcare programs (e.g., CMS, CDC) is strongly preferred
- Advanced degree and P&L management experience are considered strong advantages
- Competitive salary range of $185,000 to $205,000 annually
