Position Overview
We’re looking for a Sr. Director, C of O & Violations to join our Permitting team. In this role, you’ll oversee service fulfillment across Certificate of Occupancy acquisitions, ECB/OATH and DOB violation resolution, and DOT-related permitting and violations — while maintaining direct client relationships across an active project portfolio. The Sr. Director leads a team of direct reports, sets execution standards, and serves as the firm’s senior point of contact for clients navigating complex regulatory compliance challenges. Success in this role requires deep agency knowledge, strong client communication, and the ability to drive timely resolution across multiple regulatory fronts simultaneously.
What You’ll Do
Certificate of Occupancy
- Lead service fulfillment for temporary and final Certificate of Occupancy acquisitions across the assigned portfolio, managing strategy, sequencing, and agency coordination from initial scope through closeout.
- Navigate DOB sign-off processes, required inspections, and inter-agency coordination to resolve outstanding items and advance C of O status on active projects.
- Advise clients and internal teams on C of O strategy, risk, and timeline implications — translating regulatory complexity into clear, actionable guidance.
Violations — ECB/OATH & DOB
- Oversee ECB/OATH violation research, cure strategy, and dismissal — managing hearing preparation, disposition tracking, and resolution across the portfolio.
- Direct DOB violation removal efforts, including coordination with plan examiners, inspectors, and agency contacts to achieve timely sign-off and cure.
- Guide teams and clients through violation resolution strategies, identifying risk exposure, sequencing cure activities, and managing the agency relationship through resolution.
DOT
- Manage DOT-related permit coordination, violation resolution, and compliance requirements as part of the firm’s integrated service delivery.
Coordinate with project teams and agency contacts to resolve DOT matters that affect project timelines and C of O sequencing.
After Hours Variance (AHV)
- Oversee the After Hours Variance process — managing applications, agency coordination, and compliance with approved AHV conditions across active projects.
- Advise project teams and clients on AHV strategy, scope limitations, and scheduling implications to ensure work proceeds within approved parameters and without jeopardizing C of O sequencing.
Team Leadership
- Lead, manage, and develop a team of direct reports — setting clear expectations, managing workload allocation, and providing ongoing coaching and performance feedback.
- Foster a culture of accountability, urgency, and proactive communication within the team — ensuring issues are surfaced and resolved before they escalate to clients or leadership.
- Contribute to learning and development initiatives, sharing regulatory expertise and best practices across the team and broader practice.
Client Relationship Management
- Serve as the senior escalation contact for client issues that exceed the resolution capacity of the team — engaging directly when situations require elevated authority, strategic counsel, or executive-level client communication.
- Support team leaders in managing difficult client conversations, providing guidance on framing, risk communication, and resolution approach before and during client-facing interactions.
- Collaborate with Sales and operational leadership on client retention, scope growth, and new business efforts where C of O or violations expertise is relevant.
AHJ Relationships
- Maintain effective working relationships with DOB, DOT, and OATH contacts — leveraging those relationships to navigate agency dynamics, resolve complications, and advance project outcomes.
- Represent Milrose Consultants in agency-facing interactions with professionalism, regulatory fluency, and a clear understanding of how those relationships shape long-term results.
What You Bring
- 12+ years of experience in Certificate of Occupancy, violation resolution, or related NYC regulatory disciplines, with demonstrated depth in DOB, ECB/OATH, and DOT processes.
- Proven track record managing complex C of O acquisitions, violation cure strategies, and multi-agency compliance efforts in a fast-moving consulting or development environment.
- Experience leading and developing direct reports; ability to set standards, manage performance, and build a high-functioning team.
- Strong client relationship management skills; comfortable serving as the senior point of contact for owner, developer, and institutional clients.
- Working relationships with DOB, DOT, and OATH contacts; track record of navigating agency dynamics effectively at the project level.
- Strong written and verbal communication skills; able to translate regulatory complexity into clear guidance for clients and internal teams under time pressure.
Work Environment & Schedule
- This position is based in New York, NY with an hybrid schedule.
- Standard working hours are full-time, Monday–Friday 8:30 AM- 5:00 PM.
- Travel requirements: Minimal, primarily NYC-based agency and client meetings.
Compensation & Benefits
- Salary range: $175,000-$200,000 based on knowledge, skills, and experience.
