Proposal & Bid Manager Enterprise & Government Contracts

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Proposal & Bid Manager - Enterprise & Government Contracts based in the United States.

This role is responsible for leading complex proposal and bid processes across enterprise, mid-market, government, and public-sector opportunities. You will own the full lifecycle of RFPs, RFIs, RFQs, tenders, procurement questionnaires, renewals, and expansion opportunities. Acting as a central project manager, you will coordinate Sales, Legal, Finance, Product, Technology, Security, Compliance, Operations, and executive stakeholders. You will transform complex technical, commercial, and compliance information into compelling, customer-specific proposals designed to win business. The role combines strategic commercial thinking with exceptional writing, organization, and project leadership. You will also build scalable proposal processes, content libraries, and performance frameworks to support continued growth in enterprise and government markets.

Accountabilities:
  • Own the end-to-end lifecycle of RFPs, RFIs, RFQs, tenders, procurement questionnaires, government solicitations, and other competitive proposal processes.
  • Analyze solicitation requirements, evaluation criteria, mandatory qualifications, contractual obligations, risks, deadlines, and submission requirements.
  • Develop bid plans, response matrices, timelines, ownership structures, review cycles, and submission schedules while coordinating multiple contributors.
  • Manage government and public-sector opportunities through solicitation, clarification, negotiation, submission, and award stages.
  • Partner with Sales leadership and Account Executives on strategic opportunities, developing executive summaries, value propositions, win themes, competitive differentiators, and customer-specific messaging.
  • Support bidder conferences, clarification rounds, presentations, demonstrations, Best and Final Offers, commercial negotiations, and award processes.
  • Contribute to structured bid/no-bid decisions by assessing strategic fit, revenue potential, competitive position, probability of award, delivery feasibility, resources, and risk.
  • Manage formal procurement processes related to renewals, competitive rebids, geographic expansion, and expanded scopes of service.
  • Coordinate proposal responses covering global payroll, Employer of Record, contractor management, entity management, workforce technology, payments, and related services.
  • Build and maintain a centralized proposal content library covering products, global coverage, implementation, security, privacy, compliance, integrations, service levels, commercial models, references, and standard responses.
  • Establish standardized proposal templates, response frameworks, quality standards, and scalable processes.
  • Coordinate with Legal and Commercial leadership on MSAs, SOWs, procurement terms, data-processing agreements, security requirements, insurance requirements, and related documentation.
  • Identify contractual, commercial, compliance, security, and operational risks requiring appropriate escalation and maintain strong version control throughout negotiations.
  • Maintain visibility into active, upcoming, submitted, awarded, and unsuccessful bids, tracking key metrics such as bid volume, value, turnaround time, win rate, awarded contract value, and submission timeliness.
  • Conduct post-bid reviews and use performance insights, customer feedback, market developments, and win/loss data to continuously improve proposal strategy and execution.
  • Establish a structured RFP operating model, centralized content library, bid calendar, bid/no-bid framework, standardized templates, and performance reporting within the first 6–12 months.

Requirements:

  • 5+ years of experience in proposal management, bid management, RFP management, enterprise procurement, government contracting, sales enablement, or a closely related field.
  • Demonstrated experience managing complex RFPs, RFIs, RFQs, tenders, or formal procurement processes from initial requirements through submission and award.
  • Experience supporting enterprise and/or mid-market B2B sales opportunities and competitive contract awards.
  • Exceptional commercial writing, editing, proofreading, and executive communication skills.
  • Strong project management and stakeholder management capabilities, with the ability to coordinate contributors across multiple functions.
  • Ability to interpret and translate complex technical, commercial, contractual, compliance, security, and procurement requirements into clear customer-facing responses.
  • Exceptional attention to detail and strong document management and version-control discipline.
  • Ability to manage multiple high-priority bids simultaneously while working against fixed and often immovable deadlines.
  • Confidence collaborating with senior Sales, Legal, Finance, Product, Technology, Security, Compliance, Operations, and executive stakeholders.
  • Strong commercial mindset focused not only on compliance but also on positioning qualified opportunities to maximize the likelihood of winning.
  • Strategic thinking and the ability to understand evaluation criteria, buying factors, competitive positioning, and customer priorities.
  • Ownership mentality, with the ability to manage the complete bid lifecycle from opportunity intake through submission, award, and post-bid analysis.
  • Experience in global payroll, HCM, HR technology, PEO, SaaS, FinTech/payments, workforce management, professional services, or government contracting is preferred.
  • Government or public-sector procurement experience is preferred.
  • Experience managing multinational or multi-country RFPs is an advantage.
  • Familiarity with bid/capture strategy, bid/no-bid frameworks, win themes, and competitive positioning is preferred.
